At the time, councillors André Roy (L’Orignal), Violaine Tittley (Longueuil) and Michel Lalonde (Longueuil) voted against the motion, calling instead for a student to be hired as security for the area or for user fees to be imposed on non-residents who used the beach. A proposal to appoint a lifeguard at L’Orignal beach next summer was rejec- ted after half the Champlain Township councillors and the mayor voted against it last week. The township’s administration would need to return to council with an alternative plan next month to ensure safety and bylaw enforcement at the beach next summer. The original recommendation of a lifeguard was proposed after last summer’s influx of visitors to the recreation area during COVID-19, which prompted the closure of the beach to non-Champlain residents. Under the proposal, a lifeguard would be hired to monitor the beach daily from June 27 to August 30 at an approximate cost of

as the tiebreaker, voted against the motion. Miner said he had changed his vote as he had been absent for part of the committee of the whole discussion and had not heard some of the opposing arguments when he voted in favour at that meeting. Speaking against the motion on Thursday night, Roy said most complaints made last summer had not been related to water safety, and suggested user fees for non-residents. “The complaints that we received last summer were concerning the number of people present at the beach, and the non- respect of all the rules either concerning COVID… or the municipal bylaws such as smoking, cooking, hygiene, dogs, etcetera,” he said. “I believe that the COVID situation will not be resolved next summer.
