&/#3&'r#3*&'4 RELIEF FUNDS RETURNED The United Counties of Prescott-Russell (UCPR) returned some of the provincial social services relief funding it received at the start of the pandemic. The UCPR received $4.5 million to deal with budget shortages resulting from extra demands on regional social service programs because of the pandemic. As of this fall, the UCPR used just $1.4 million because the extra demand on services was not as great as expected. The remaining money was returned to the province for distribution to other regions with greater demands on their social service programs. – Gregg Chamberlain UCDSB STUDENT TRUSTEES The Upper Canada District School Board confirmed its student trustees for the 2020-2021 term. Tain Hughes of Smith Falls District Collegiate Institute and Jordan Evans of Tagwi Secondary will represent the interests of UCDSB students at the district board. Hughes will chair the UCDSB Student Senate meetings with Evans as vice-chair. Canada’s minister for rural economic development urges small local Internet service providers to take advantage of a federal program to fast track their projects. Maryam Monsef, minister for women and gender equality and rural economic development, and Glengarry-Prescott-Russell MP Francis Drouin met with local media UISPVHIBWJSUVBMUFMFDPOGFSFODF/PWFNCFS to explain how the federal government’s expanded Universal Broadband Fund (UBF) will help regional Internet and cellular service improvement projects across Canada and to encourage local service providers to submit their project proposals the Rapid Response Stream application process (RRS) before the January 5, 2021, deadline. Both the minister and MP Drouin noted that this pandemic crisis has highlighted the importance of broadband access for residents and businesses. “The government of Canada is putting its full weight behind this very important infrastructure,” said Minister Monsef. Added Drouin: “I have heard countless residents (in Glengarry-Prescott-Russell) tell me about the importance of having good access to broadband.” The federal government increased its original $1 billion funding plan for the UBF to $1.75 billion to guarantee adequate funding available to support large-scale regional broadband improvement proposals like the &BTUFSO0OUBSJP3FHJPOBM/FUXPSLT &03/ Gig project for ultra-fast broadband service Monsef noted that the CRTC’s own reports indicate that only 50 per cent of homes and businesses in the GPR have access to high- speed Internet that provides 50 Megabyte upload speed and 10Mgb download speed. That is now the global average for efficient and effect broadband service and Monsef that the goal for the UBF program is to make sure that all of Canada’s urban and rural areas have at least 50/10 broadband access. The government also created the RRS component of the UBF program to help small Internet Service Providers (ISP) who have “shovel-ready” projects for improving their existing local broadband services and expanding those services to cover a wider area. Both Monsef and Drouin noted that RRS will prove a great help in meeting the federal goal for improved rural Internet service. The minister and MP also noted that the federal government is also reviewing the issue of broadband service pricing to ensure that high-speed Internet service is affordable for everyone. Monsef noted that one condition of the RRS is that ISPs must provide details of their service price rates with funding applications for their projects “Projects that offer lower (user) rates will be received more favourably,” she said.

STOP RISING VIOLENCE IN THE PANDEMIC
Signal For Help The social isolation measures necessitat- ed by the COVID-19 pandemic are making it more difficult for those who are at risk of abuse or violence to safely reach out for help. “Signal for Help” is a simple one-hand- ed sign someone can use on a video call. It can help a person silently show they need help and want someone to check in with them in a safe way. There’s ample evidence that disaster situ- ations can lead to a surge in gender-based violence. Public health directives on home isolation might increase danger and risk for people in abusive relationships. The Signal for Help is a tool that may help some people, some of the time. Some peo- ple do not have the ability to make video
calls. Please find other resources, services, and programs below that may be helpful in an unsafe situation at home. The Signal for Help was launched by the Canadian Women’s Foundation in response to COVID-19, and is now being shared by partner organizations around the world. Chaque année, la période du 25 novembre au 6 décembre marque les 12 jours d’action contre les violences faites aux femmes. Cette initiative vise à rappeler aux Canadiens l’importance de s’engager dans la lutte pour l’égalité et l’équité entre les hommes et les femmes et de soutenir les victimes de telles violences. La campagne débute lors de la Journée internationale pour l’élimination de la violence à l’égard des femmes et se termine avec la Journée nationale de commémoration et d’action contre la violence faite aux femmes, qui commé- more le meurtre de 14 femmes survenu à l’École Polytech- nique de Montréal le 6 décembre 1989. A proposal to appoint a lifeguard at L’Orignal beach next summer was rejec- ted after half the Champlain Township councillors and the mayor voted against it last week. The township’s administration would need to return to council with an alternative plan next month to ensure safety and bylaw enforcement at the beach next summer. A plaque commemorating the historic site of the Sisters of Sainte-Marie de Namur was unveiled in Vankleek Hill on Wednesday. Champlain mayor Normand Riopel (centre) unveiled the plaque alongside councillor Peter Barton and Sister Fernande Levac at the ceremony. The local convent was the first established by the Sisters of Sainte-Marie de Namur in Vankleek Hill. More than 3000 girls were taught between 1886 and 1986.
