Professional Women in Building participate in Collin College event

By Sheena Beaver Dallas BA Operations Officer Members of the Associa- tion’s Professional Women in Building Council participated March 22 in the annual Collin College Women in Construc- tion event, which encourages and connects emerging female industry professionals. The event had a great turnout. Currently enrolled students primarily filled the seats with a few previously established women leaders who work in the industry. Student demographics vary at the college; some are just out of high school, while others are starting on a second career change. Cheri Weinhagen, pro- fessor of construction man- agement at Collin College, moderated the event, which hosted guest speakers such as Meredith Chapman of K. The McSAM Awards presented by Southern Roof- ing will be held on Saturday, April 20, at the Statler Hotel in Dallas. Tickets are on sale now at DallasBuilders.org. Tables of 10 are also available. Awards will be an- nounced in more than 80 cat- egories, including a People’s Choice Award for Builder of the Year. Approximately 500 entries were received

lawmakers agreed in March to approve Senate appropriations’ move to main- tain the Job Corps funding through the end of fiscal 2024. Job Corps provides free career training and education for 16- through 24-year-olds. The program trains trades for 10 industries and countless careers, offering students an opportu - nity to work hard, grow, and begin a career or apprenticeship. However, the carousel of poli- cies affecting our industry never stops spinning. Recently, the White House announced controversial emissions regulations that will impact the cost and availability of certain vehicles. This comes at a time when families continue to deal with inflation. And it can impact housing affordability as well. There is a constant push by some to have the total cost of electric ve- hicles hidden by requiring new homes to be constructed with EV charging equipment or infrastructure. It should

Judge Eads offered a timely update on the county’s economic growth, major roadway plan and long-term expectations. The residential construction sector received good news on the workforce front in March. An NAHB lead advocacy effort, which included the participation of Dallas BA mem- bers and government relations staff, resulted in the saving of the Job Corps program. Appropriations action in late summer 2023 had threatened to elimi- nate the needed $1.76 billion in fund- ing for the highly successful trades education program. And North Texas Job Corps, the Job Corps campus in McKinney, could have been affected. Dallas BA members and staff visited with a member of the House Appropriations Committee to discuss the need for the funding to be rein- serted into what is commonly known as the “Labor H” appropriations bill. NAHB’s advocacy endured and House

posed ordinance that updates develop- ment and building fees was brought back to the City Council on March 27 for a final vote. The city’s original fee study proposed increases that would have added thousands of dollars to the cost of construction for both single-family and multifamily homes. The study even proposed an increase for one fee that was more than 2,500%. The draft ordinance, which was brought before the city council on Dec. 13, actually saw many of those pro- posed fees reduced from the version that was presented in the fee study after City Council members heard from the Dallas BA and fellow stakeholders. Still, due to concerns regarding the as- sumptions made in the study, the pos- sible impact on housing affordability, and the need to have more input from those stakeholders, the City Council postponed action on the item until their Jan. 24 meeting. After hearing more from Dallas BA, the council postponed their decision again until the March 27 City Council meeting. This allowed city staff to make needed changes in ordinance lan- guage that was requested by Dallas BA. Builders and developers should review the updated fee schedule and plan accordingly. In the City of Heath, Council members recently voted to approve amendments to the city’s landscaping and irrigation ordinance. While most of the ordinance appears to restate what is already required by state statute and Texas Commission for Environmental Quality guidelines, Dallas BA has asked the Council for clarity regarding if the ordinance’s

The City of Irving filmed much of the event and had a special viewing with the Lelea on a video chat. A home dedication ceremony will be held when the house is com- pleted and the keys are turned over to the Lelea family. Stay tuned for announcements through Association communications. Garvey Homes, along with the Dal- las Builders Association, the City of Irving and NEC, honored U.S. Army Sergeant First Class Samasoni Lelea and his family March 20, with a spe- cial Notes of Love event at the Lelea family’s new home that is currently under construction in Irving. Lelea is a two-time Purple Heart recipient who served his country for 20-plus years including three active duty deployments to Iraq. After the home is framed in and prior to drywall being installed, mem- bers of the community, along with individuals who have been a part of the build, gathered at the build site in Irving, where they wrote inspirational phrases, scripture and notes of ap- preciation on bare studs and headers. Based on the response from the previ- ously selected families, this event is very special to the veterans, as they know their house is wrapped in love

Anyone even remotely connected to the homebuilding in- dustry knows we need more builders, plumbers, electricians, HVAC contrac- tors, etc. These students are hungry to get into our industry and help us pro- vide homes to families in DFW. The YP group will continue to support the College with our time and scholarship fund philanthropic effort.”

The Association’s Young Profes- sionals Council recently visited Collin College to engage with its students in the Construction Management Program. Several council members empha- sized the value of hands-on experience in residential construction, either through working on construction sites or through internships with construc- tion companies. Some common themes that emerged from their discussions in- cluded the importance of gaining prac- tical experience through internships or apprenticeships, networking with industry professionals and obtaining

The Dallas Division meets for lunch April 4 at Maggiano’s Little Italy at NorthPark Center in Dallas. Tarpley is a long-time civic vol- unteer in Dallas. A retired lawyer who specialized in commercial litigation, Gloria practiced law in Houston, and later in Dallas. She most recently served Dallas as a member of the City of Dallas Plan- ning Commission for the last 10 years, serving as chair of the Commission from 2014 to 2019. Prior to serving on the Planning Commission, Gloria was a member of the original Ethics Commission for the City of Dallas, serving for eight years as commissioner. She has been very active in East Dallas and the White Rock Lake area where she has lived for the last 32 years. In addition to her service to the City of Dallas, Gloria has been a longstanding alumni volunteer for Rice University, her alma mater. She served six years on its board of direc- tors, including a stint as president of
