HAWKESBURY | Kenneth Gray is a hard- working member of the Hawkesbury OPP detachment and a real credit to its detec- tive branch. Now he has solid evidence that everyone else knows and appreciates his work and his e!orts to make his com- munity a better place. The Ontario Provincial Police has named Det-Const. Gray its O!cer of the Year for 2014 and presented him with its highest award, the Accolade, in recognition of his outstanding service among his fellow o!- cers throughout the province. The detective received his award during a recent ceremo- ny in Orillia, during which other OPP o!- cers and members of the civilian sta" were recognized for their accomplishments. “I have never met an o!cer as dedicated to promoting public safety as D/C Gray,” stated Insp. Bryan MacKillop, detachment commander, during the awards ceremony. “He is a member who truly cares about the communities he serves. His bold, innovative and creative e"orts have spurred change and major improvements in the service we o"er to our communities. His humanitarian and sel#ess approach, the hours and hours of time he donates to our organization and the community, warrant recognition.” Det-Const. Gray was honoured for his ef- forts in coordinating the Crime Abatement and Victim Assistance Program at the de- tachment. The main focus of the program is to provide support to victims of crime during their court case proceedings with follow-up support measures as needed. The detective maintains contact with victims, keeping them “in the loop” on how their case is proceeding through the justice sys- tem and also providing whatever support is available to carry them through “the hard- ships of getting back on their feet after be-
the cracks.” A monitoring system set up as part of the program has indicated success in reducing the change of re-o"ending. That success is also showing up in the detachment’s an- nual statistics. During the ten-year period before the program was set up in 2012, the Hawkesbury OPP detachment recorded a steady rise in the violent crimes rate from 2003 to 2012. The average was 516 violent crime situations a year with the highest re- corded number, 591, occurring in 2012. The 2013 detachment summary noted a drop in the number of recorded violent crimes to 410 for that year, working out to a 31 per cent decrease since the Crime Abatement and Victim Support program was set up. One of the most significant changes in the detachment’s statistics overall is the reduction in the number of reported domestic disputes. The com- bined criminal charge and non-criminal charge domestic calls stats for 2011 to 2013 are 623 in 2011, 553 in 2012 and 456 in 2013. During the past year Det-Const. Gray has worked on adding a property crimes component to the program, with special emphasis on victims of home burglaries. Besides his work with the program and other police work, Det-Const. Gray is also the detachment liaison with local chil- dren’s aid services like the Valoris Prescott- Russell agency.
