3.2 Flagship Actions A cornerstone of this change is committing to 16 Flagship Actions for Glasgow City Region. These are large- scale, high-ambition actions where there is strong consensus on the need for progress, and a recognition of the whole systems approach that is required to address core, underlying challenges. The actions are aligned with our region’s vision of a Glasgow City Region that flourishes in a future climate, and its associated Theory of Change. Despite being at a formative stage, they represent a significant, step change from business as usual, designed to address systemic challenges, create the conditions for change and inspire further action.
