PPEC’s Mullinder Retires, Kagan Named New Executive Director The Paper and Paperboard Packaging Environmental Council (PPEC) has announced the appointment of Rachel
Kagan as its new Executive Director, effective February 1. Kagan will take over for the retiring John Mullinder, who has filled the role since PPEC’s inception 30 years ago. Kagan was most recently a con- sultant but has an extensive back- ground working with industry trade
associations in sustainability and recycling policy develop- ment and government and stakeholder relations. She was Vice President with Food & Consumer Products of Canada and before that, National Director for the Retail Council of Canada and a senior policy analyst with the Ontario Cham- ber of Commerce. “We are really pleased to welcome Rachel as our new Executive Director,” said PPEC chair Chris Bartlett, Presi- dent of TenCorr Packaging. “It’s a challenging job keeping on top of everything that’s going on environmentally, but I am sure she’s up to it.” The PPEC was formed in 1990 and works as an um- brella organization for Canada’s many packaging mills and converters.
