county governments, they could also be the newest cash cow to milk for a steady stream of extra money. Jacques C. Bourgeois of RARIS Commu- nications Inc., presented the economic de-

velopment and tourism committee of the United Counties of Prescott-Russell (UCPR) with a report on a business case proposal for developing a regional protocol on cellu- lar installations. The report states that any municipality or regional government has a right to set up its own protocol on cellular communica- tion installations, that cellular carriers are obliged to obey these protocols, and that these protocols also take priority over In- dustry Canada’s own protocols unless the federal ministry rules that they are unrea- sonable. Cellular infrastructure growth in Canada last year was 8.2 per cent even though in- flation and the gross domestic product growth rates for the country have been slow by comparison. The surge in popular- ity of smartphones and other wireless and cellular technology continues to push the demand for more cell towers with more an- tennas to handle the call traffic. Within the UCPR itself there aremore than 80 cell towers complete with more than 700 antennas on municipal or county property. The report notes that if cell tower and an- tenna growth continues even at eight per cent then within three years there will be 101 cell towers in Prescott and Russell coun- ties and more than 1200 antennas. A cell installation protocol for Prescott- Russell would include set leasing rates for land in the counties region for use as new cell towers along with permit fees for each antenna installed plus annual renewal fees for all the antennas. The report noted that during a three-year period alone the UCPR could expect a possible combined revenue of almost $400,000 from all those fees and leases with a potential $150,000 a year guaranteed annual revenue from then on. After reviewing the report the UCPR economic development and tourism com- mittee decided to have administration do further research on the matter. Committee members agreed that the counties may need some form of formal regulation for cellular infrastructure in the region but they want more information from Industry Cana- da on the potential financial, ecological and social impacts.
