Mayor Guibord attempts to mislead the population yet again OPINION editionap.ca
Following an article written by Michel LaCasse published in “Le Journal de Ti-Mousse” on June 28, 2012 and an article in the newspaper “Vision” on July 19, 2012 (Complexe sportif ou éléphant blanc), Mayor Guibord decided to answer to the letter published in the“Vision” during the plenary meeting in August, 2012. According to him, the eight individuals who signed the letter wrote slanderous comments in his regard. Note that those allegations are completely FALSE. You will quickly realize that Marcel Guibord has yet again attempted to mislead the pop- ulation of Clarence-Rockland. In his press release, he mentions and I quote: “an agreement with the Board of the Catholic School District of Eastern Ontario (CSDCEO) which was ne- gotiated by the previous administration (and the council of former Mayor Richard Lalonde) provides that the City of Clarence-Rockland has to put $ 1 million in reserve for the future repairs of the Sportsplex. Since the sum of $ 1 million was not budgeted anywhere after more than three years of operations, we postponed the execution of this agreement until we have in hand a complete overhaul of the finances related to the Sportsplex”. Section 6.3 of the Agreement stipulates as follows: “The City shall contribute annually to a Capital Expenditure reserve fund for the Complex facilities to be maintained by the City (…)”. It is important to note that there is no $ 1 000 000 amount indicated in this section of the Agreement, as mentioned in the “Vision” article last July. The previous council had decided that no amount would be set aside for the first five years of this project given that the Recreational & Cultural Complex was new and still subject to the builders warranty. In order to avoid tax increases for residents, previous council decided that a reserve fund would be created in the sixth year of operations since the YMCA would now be responsible for auto-financing. Note that this Agreement was signed last December 10th and that NO changes were made despite numerous months of waiting. Contrary to what was stated by Mayor Guibord dur- ing the plenary meeting last August, the $ 1 000 000 amount is still not included in the Agreement. Prior to responding, I also contacted Mr. Francois Bertrand (individual responsible for working with municipal officials on behalf of the CSDCEO) to verify if the Agreement had been modified since my departure. Mr. Bertrand confirmed via e-mail that the Agreement does not mention a specific amount of money. In order to give Mr. Guibord an opportunity to explain, I attended the plenary meeting last December. Unfortunately, Mr. Mayor was again deceitful when he indicated that he read the Agreement and that the $ 1 000 000 amount was definitely specified in the Agree- ment. Interestingly, he was unable to reference the sections of the Agreement in question. I then asked him to issue a press release so that he could clarify the issue for the residents of Clarence-Rockland. Given his refusal to publish an article to this date, I thought it would be important to write this short letter to properly inform the population. Mr. Guibord, during your electoral campaign, you mentioned numerous times that one of your priorities was transparency. Time and time again, you have reneged on your prom- ises. How can we have faith in you and your administration? En 2013, Boisés Est, l’Association française des propriétaires de Boisés privés de l’Est de l’Ontario, fête son 15e anniversaire. Depuis 1998, nous offrons aux propriétaires de boisé privé de l’est de l’Ontario une information qui les aide à gérer leur forêt de façon respon- sable et durable. Le besoin d’une telle association faisait déjà l’objet de discussions depuis plusieurs années, mais c’est la crise de verglas de 1998 qui devait servir de déclencheur, avec, bien sûr, les investissements gouvernementaux qui ont suivi. Conformément à notre mandat, nous offrons nos services en français vu que les associations existantes ne fonc- tionnaient qu’en anglais, mais Boisés Est est un organisme ouvert à tous, y compris ceux et celles qui, sans avoir de boisé, voient comme nous dans la forêt une ressource fonda- mentale pour notre société. Nous tenons à ce que la forêt joue son rôle dans l’économie locale, pas seulement aujourd’hui et demain mais aussi à long terme, parce que la forêt, c’est beaucoup plus que du bois. Comme le clame notre slogan : La forêt, c’est l’air… c’est l’eau… c’est la vie. Dans le cadre d’un partenariat avec la Forêt modèle de l’Est de l’Ontario (FMEO), Boi- sés Est gère un programme de certification des boisés privés par lequel les propriétaires s’engagent à respecter les normes de durabilité du Forest Stewardship Council (FSC), aussi adoptées par les CUPR pour la Forêt Larose. Avec plus de 150 membres dans P-R, S-D-G et Ottawa, nous sommes le plus important regroupement de propriétaires de boisés privé à l’est d’Ottawa. En 2013, nous offrirons au moins une dizaine d’ateliers sur des sujets allant du technique (Pratiques sécuritaires avec les scies mécaniques) au général (Comment re- connaître les arbres en bourgeons) en fonction des besoins de nos membres. À mesure que Boisés Est grandit, notre message de gestion responsable et durable rejoint un nombre croissant de personnes, et nous contribuons à sensibiliser le public à l’importance critique de la forêt privée et publique pour la population de notre région. Notre collaboration avec le SD&G CFO et le Glengarry Pioneer Museum à la Foire du bois et encan de Glengarry a le même objectif. Seul un engagement populaire en faveur de la forêt peut protéger le capital social qu’elle représente et les intérêts que nous voulons léguer à nos enfants et petits-enfants. Richard Lalonde Rockland
