2026-2027 Operating & Capital Improvement Budget

The FY 2026–27 Capital Improvement Program (CIP) represents the City's continued commitment to preserving public infrastructure, enhancing community amenities, and investing in projects that support Tustin's long-term Fiscal Sustainability Strategy. The proposed CIP includes 33 projects totaling approximately $67.9 million, funded through a combination of dedicated capital funds, development impact fees, grant funding, land sale proceeds, the General Fund, and other restricted funding sources. The proposed program emphasizes a balanced investment strategy that addresses both existing infrastructure needs and future community growth. Significant investments are planned for transportation improvements, Tustin Legacy infrastructure, park enhancements, public facilities, water system reliability, and flood control. These projects improve the City's transportation network, maintain critical public assets, expand recreational opportunities, and ensure reliable utility services for residents and businesses. Transportation and Tustin Legacy projects account for the largest share of the FY 2026–27 CIP, reflecting the City's continued focus on maintaining streets, improving traffic operations, completing regional infrastructure, and facilitating development within Tustin Legacy. The program also includes substantial investments in neighborhood parks, public buildings, storm drainage facilities, and water production infrastructure, ensuring that existing assets are maintained while preparing for future community needs. Consistent with the City's Fiscal Sustainability Strategy, the Capital Improvement Program leverages a diverse mix of funding sources to minimize impacts on the General Fund while strategically investing in infrastructure that supports economic vitality, public safety, environmental stewardship, and quality of life. Through disciplined capital planning, the City continues to preserve and enhance community assets while positioning Tustin for long-term success.
