Revenue has increased as interest rates rose in recent years; however, future collections will remain sensitive to changes in market rates, portfolio balances, and investment performance. Rental and lease revenues are generated from City-owned property and other lease arrangements and provide a recurring source to the General Fund. Collections can vary based on lease terms, occupancy, property agreements, and accounting treatment of long-term leases. The FY 2026-27 budget includes approximately $2.7 million in rentals from the use of real properties, while facility-related rentals may fluctuate depending on the structure and timing of individual agreements. The Reimbursements, Grants, and Intergovernmental Revenue category includes reimbursements from outside agencies, administrative cost recovery, state and federal grants, state mandated-cost reimbursements, and other intergovernmental revenues. These revenues vary from year to year based on grant awards, eligible expenditures, reimbursement agreements, and the timing of project activity. Certain revenues are recurring, while others are associated with specific programs or one- time funding opportunities. Public safety-related revenues include parking citations, vehicle code fines, alarm permits, special police services, DUI cost recovery, police security services, reimbursements, and allocations from national opioid settlements. Together, these revenues are budgeted at approximately $1.6 million in FY 2026-27, compared with approximately $1.3 million in FY 2022-23. Collections are influenced by enforcement activity, service demand, citation volumes, and the timing of reimbursements or settlement proceeds. Other Fees and Miscellaneous Revenue. The remaining revenues within Fees, Charges, and Earnings include licenses and permits, parking permits, miscellaneous revenues, sales of City property, contributions, concessions, printed materials, and other smaller revenue sources. Individually, these revenues represent a relatively modest portion of the category and may vary considerably from year to year based on activity levels and one-time transactions.
