COMMUNITY SAFETY AND SECURITY

• To support the ‘on-call Duty Manager’ arrangements for Campus Services. • To take a strategic overview of investigations relating to staff and students as expert support to HR or Student Services. • To directly respond and co-ordinate response to Emergency incidents, advising and briefing senior line management of action taken and required. • Provide guidance and access to expert advice on Security measures that protect Campus, University assets, and buildings. • Keep up to date with developments in Security tactics and technology that will improve Community Safety and Security, where necessary proposing a business case for adoption into strategy. • Manage service contracts, SLAs, and protocols where Community Safety and Security services are provided to 3rd party clients e.g., Edgbaston Park Hotel, Barber Institute of Fine Arts etc. • To provide regular assessment of crime and incidents, tasking Community Safety and Security resources as required. When necessary, ensure escalation to others including University stakeholders and Statutory Agencies. • Provide regular high level generic reports on Crime and Incidents to Campus Service Senior managers. • To tender and manage third party contracts

• To demonstrate clear leadership of two teams who work across the Edgbaston Campus: • To ensure Community Safety provide a service that promotes visibility and reassurance in person and online, runs campaigns to promote safety, and supports victims and those impacted by crime and issues such as mental health. • To ensure Security delivers a 24 hours a day, 365 days a year operation that is resilient and effective in delivering a quality service. This includes the Security Control Room (SCR) that is at the heart of the Community Safety and Security operation. • To build trust and confidence in the service through a commitment to building a team that is diverse and has a culture that understands the needs and expectations of the University community. • To produce and review the overall University Community Safety and Security strategy, policies, operational guidelines, and protocols. These need to be regularly reviewed and updated reflecting business and operational requirements. Teams and colleagues need to be trained and briefed as necessary. • To support colleagues with events and sensitive operations where there is threat of harm and risk, using problem solving based on intelligence and information available. Where necessary seeking out expert advice and guidance.

MAIN DUTIES

EMERGENCY PLANNING

• To maintain the University’s Strategic Emergency Response Framework; supporting the response in the event of an emergency in accordance with the University’s Legal obligations including the Protect Duty and other responsibilities. • The post-holder will support those University Senior Officers who make up the Strategic Emergency Response Team (SERT), providing expert advice in the event of an emergency and liaising with Emergency Services and Partners. • Working in an advisory capacity, collaborate with Colleges and Professional Service departments to develop Business Continuity plans (known as Local Contingency Plans) to mitigate and minimise business disruption, and aid recovery. • To provide training, guidance, and briefing sessions to colleagues, raising awareness and skills so that the University is better prepared; this includes out of hours resilience. • To facilitate testing of plans at strategic, tactical, and operational levels.

The post-holder will develop and implement a cohesive strategy that support the Campus Services 5-year plan.

• To review and maintain the University’s overall Community Safety and Security strategy based on the requirements of: • Proportionate and necessary security measures to minimize harm and loss, and impact on the organisation based on threat and vulnerability assessments. • Effective and resilient services. • Maximizing the safety of our dynamic and diverse community and business. • To develop plans, projects, and service that enable and protect core

operational activity within Campus Services and across the Professional Services and Colleges.
