CLASS ENVIRONMENTAL ASSESSMENT CHUTE-A-BLONDEAU WWTP UPGRADE NOTICE OF COMPLETION OF ENVIRONMENTAL STUDY REPORT
L’usine de traitement des eaux usées de Chute-à-Blondeau a atteint la fin de sa vie utile et dépasse présentement les critères d’effluent que stipule l’autorisation environnementale (anciennement nommée le certificat d’autorisation) du ministère de l’Environnement et de l’Action en matière de changement climatique de l’Ontario. Le Canton a évalué les solutions alternatives afin de se conformer aux critères d’effluent et afin d’accorder suffisamment de capacité pour la croissance future du village, et recommande la construction d’une nouvelle usine de traitement des eaux usées. Le Canton a planifié ce projet conformément aux exigences de l’ annexe C de l’ Évaluation environnementale de portée générale (municipale) . Le rapport d’étude environnementale a été achevé et suite à cet avis est placé dans le domaine public pour examen et commentaires. Sujet aux commentaires reçus suite à ce présent avis et à l’obtention d’autres approbations nécessaires, le Canton a l’intention de procéder à la construction de la nouvelle usine l’année prochaine. Le coût estimé de ce projet est de 2.9M$ Le rapport d’étude environnementale est disponible aux fins d’examen public aux bureaux du Canton, situé au 5151 chemin de comté 14, St. Eugène, entre les heures de 8h30 – midi, et 13h00 – 16h30. Les commentaires devraient être envoyés à la directrice générale / trésorière du Canton. Une personne ou groupe peut demander au ministère de l’Environnement et de l’Action en matière de changement climatique de prendre un arrêté et demander une évaluation environnementale plus poussée sous le processus d’évaluation environnementale (appelé un arrêté en vertu de la partie II). Un exposé des raisons précises pour lesquelles un arrêté est demandé doit aussi être fourni. La demande doit être présentée à: Ministère de l’Environnement et de l’Action en matière de changement climatique Si aucune demande n’est reçue d’ici le 24 février 2017, le Canton procédera aux travaux de conception et de construction des travaux selon ce qui est prévu dans le rapport d’étude environnementale. Veuillez noter que toute information personnelle donnée dans une demande d’arrêté en vertu de la partie II – par exemple les noms, adresses, numéros de téléphone et emplacement de la propriété – fera partie des dossiers publics et sera communiqué à quiconque demandera à les obtenir. The Chute-à-Blondeau Wastewater Treatment Plant (WWTP) has reached the end of its useful service life and has started to have exceedances of its effluent criteria specified under the Ministry of the Environment and Climate Change’s Environmental Compliance Approval (previously called a Certificate of Approval). The Township has considered its alternatives to ensure a sustainable system which can comply with the effluent criteria and is recommending the construction of a new WWTP. The Township has planned this project under Schedule C of the Municipal Class Environmental Assessment. The Environmental Study Report has been completed and by this Notice is being placed in the public record for review and comment. Subject to comments received as a result of this Notice and the receipt of necessary approvals, the Township intends to proceed with the construction of this project next year. The estimated cost of the project is $2.9M. The Environmental Study Report is available for public review at the Township Office, 5151 County Road 14, St. Eugène, between the hours of 8:30-12:00 and 13:00-16:30. A person or party may request that the Minister of the Environment and Climate Change order a change in the project status and require a higher level of assessment under the individual Environmental Assessment process (referred to as a Part II Order). Reasons must be provided for this request. Copies of the Request Form must be sent to: Ministry of the Environment and Climate Change If there is no request received by February 24, 2017, the Township will proceed to carry out design and construction of the recharge system as presented in the planning documentation.
