Requirements

In the current climate of cost-saving and rationalisation within the public-sector, the Ministry of Defence (MoD) are re-thinking their estate strategy.

The MoD has planned to rationalise its estate, enabling the investment of £4bn over 10 years and develop a fit-for-purpose estate to support the modern Armed Forces. The DIO identified the site in Caterham as surplus to requirement and were seeking advise on the potential disposal values.

Solution

Essentia, working closely with Ingleton Wood (IW), undertook serval development appraisals to illustrate the potential benefits of de-risking the site. The most influential risks to the potential values on the site were identified as:

• Ecology (opposite Coulsdon Common) • Highways (access was a potential issue) A report of our initial findings was produced and reviewed with DIO, advising on ways in which these risks could be mitigated.

As a result of this advice the DIO then instructed Essentia and IW to complete a pre-application meeting with the council and procured 10 site surveys including ecology and highways.

The development appraisals were updated to reflect the findings of these reports and the pre-application feedback form the council.

Results

The DIO were presented with a full report illustrating the initial findings and how this guided the subsequent work undertaken. Along with the final values based on the new information. Our report also illustrated the risks of changes in market conditions. The report demonstrated the impact on value of undertaking these works and presented a comprehensive document which the DIO were able to use to take the site to market.
