INTRODUCTION

Thank you for your interest in the Director of Performance & Improvement post at Essentia. Guy’s & St Thomas’ is one of the largest hospital trusts in the country, with around 17,000 staff, an annual turnover of more than £1.6 billion, and over 2.6 million patient contacts a year. Our hospitals have a long and proud history, dating back almost 900 years, and have been at the forefront of medical progress and innovation since they were founded. Essentia plays a crucial role on enabling the vast array of healthcare services provided by Guy’s and St Thomas’ NHS Foundation Trust and other partner organisations. Responsible for non-clinical healthcare services, Essentia designs, builds and maintains healthcare infrastructure vital to the smooth running of healthcare services, encompassing everything from construction projects and healthcare planning to facilities management, housekeeping, transport and security. We employ around 1,700 people, and our vision is to provide the best service possible within the resources available, to be the estates, facilities and capital management provider of choice in south London and beyond, and to develop innovative approaches to improve the health estate.

The role of Director of Performance & Improvement is key to achieving Essentia’s strategic ambitions and an influential part of the Essentia senior leadership team, with specific remit for ensuring effective performance with a focus on continuous improvement to drive quality and efficiency across all Essentia activities We are seeking an individual with a proven track record and passion for leading and managing change to improve performance against KPIs in a large, complex organisation. You will have demonstrable experience of formulating long term, organisation-wide strategic plans and a highly developed understanding in the management of operational systems together with experience of managing data and reporting within a complex environment.

About the Trust

Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation

trusts. We provide a full range of hospital and community services for people in Lambeth, Southwark and

Lewisham, as well as specialist care for patients from further afield including cancer, renal, orthopaedic and cardiovascular services .

Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and

a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.

Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. In 2019 we combined adult community services with acute medicine and therapy services to create Integrated Care, a new strategic

business unit. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

We have a reputation for clinical excellence and high quality teaching and research. We are part of King’s Health Partners, one of six accredited UK Academic Health Sciences Centres. In partnership with King’s College London we have dedicated clinical research facilities and a National Institute for Health Research (NIHR) Biomedical Research Centre.

Patients are at the heart of everything we do and we pride ourselves on ensuring the best possible patient experience as well as safe, high quality care. We are proud to have one of the lowest mortality rates in the NHS. Following a comprehensive Care Quality Commission (CQC) inspection in 2019 we maintained our overall rating of ‘good’. A partnership with Royal Brompton & Harefield NHS Foundation Trust that will transform specialist cardiovascular care for London and the UK.

The Trust will plan and deliver an estate that will be fit for purpose for decades to come, by designing “shell and core” buildings which can adapt quickly and easily to different uses, so that we can refit them every 10-15 years, depending on our needs. This is not a one-off exercise, but a sustained strategy of investment and growth that is financially sustainable over the long-term. Healthcare is rapidly changing. In the future the treatments and technologies available to patients may be radically different. We need buildings that are designed with a degree of flexibility and future-proofing. We aim to treble the amount of space across our estate from the current 381,000 sqm to 1.1M sqm by 2050. Space not required by the Trust and King’s Health Partners will be available to research institutions and life science industry partners, including startups and SMEs. Co-location of these uses is central to the development of our MedTech and Biomedical Clusters model.

Job Summary This is a new role which will be key to achieving Essentia’s strategic ambitions. The role is a key member of the Essentia senior leadership team, working closely with the Director of Operations to ensure effective performance with a focus on continuous improvement to drive quality and efficiency. The role is highly autonomous, requiring interpretation of national policy and strategies, and involves the expert analysis, synthesis and regular communication of highly complex, sensitive and contentious information both within the Trust and with external stakeholders, where there are significant barriers to acceptance. The post-holder is accountable to the Trust for the delivery of several highly technical and professional services.

THE ROLE

The Postholder: • Leads the effective operational performance of Essentia, ensuring that new performance measures are embedded into everyday working and providing assurance within Essentia to the GSTT Trust board and executive team, and to the boards/ executive teams of external partner Trusts such as Kings or the Royal Brompton. • Holds operational teams to account for performance, influencing and negotiating on the delivery of services. • Following the expert analysis and synthesis of highly complex service and organizational facts and information, develops and embeds benchmarks and metrics to set targets for continuously improving performance • Leads digital transformation Trust-wide and externally, particularly for EHR and its interfaces with Essentia activities • Leads Trust-wide on the commercial aspects of third party relationships, leading the engagement process with strategic stakeholders • Leads on delivery of the annual business plan, to meet agreed performance targets, and to provide assurance to the Trust and externally where required • Leads Essentia’s Future of FM service improvement/transformation programme and supports business development in line with the overall Essentia strategy • Holds executive responsibility for key corporate functions across Essentia including finance and investment, performance monitoring, the Future of FM programme, workforce including the Essentia Academy, and procurement • Leads the strategic management of relationships with Trust executive directors of corporate functions, Clinical Directorates and SBUs to agree performance standards and their financial and business impact • Leads, develops and maintains the provision of general management support to the Essentia Directors, ensuring accurate and useful data is available to enable effective reporting and management of operational delivery of services Key Relationships • Essentia executive colleagues and senior managers • Trust Director of Finance and Associate Directors of Finance • Trust executives, clinical directors and general managers including SBU leadership teams • Senior stakeholders in clients, external partners and suppliers • Essentia front line staff

KEY RESPONSIBILITIES

Operational Performance Reporting • Lead, develop and implement effective and comprehensive performance reporting to provide assurance on the level of control to the Essentia Operations Board and Essentia Directors, to the Trust board and executive team, and to the boards and executive teams of other external organisations • Trust-wide responsibility for ensuring all external reporting requirements are met, including ERIC returns and other central E&F reporting requirements. • Ensure effective performance management and reporting systems are in place at all levels of Essentia working in close conjunction with the Director of Operations. Provide effective, expert advice, overcoming barriers to understanding and acceptance. • Lead the work with executive colleagues to ensure that Essentia’s performance framework is consistent with and supports delivery of the Trust’s strategic priorities. • Lead the development and use Trust-wide of national and international benchmarks to evaluate the quality, safety and effectiveness of Essentia services and to inform the development of strategic policy and operational objectives, to drive improvement and efficiency and report to the Board. • Require and review performance improvement action plans to address unacceptable deviation from agreed or benchmarked financial and operational delivery standards or other requirements. Planning • Lead the application and interpretation of the Trust’s business planning framework and the national environmental context to develop robust annual operational and financial strategies for Essentia, making a major contribution to Trust-wide corporate policies and strategy. • Lead the preparation of Essentia’s business plan for submission to the Trust for approval, providing expert, specialist advice and formulating and adjusting plans and strategies in anticipation of complex environmental and political changes. • Ensure Essentia’s operational objectives are clear, consistent and that they balance quality, safety and efficiency with robust delivery plans in place. • Ensure Business Development plans are in place to support the Trust business and financial objectives on an ongoing basis.

Performance Management • Lead the development and delivery of a strategic performance management framework, ensuring that clear performance measures are in place for Essentia both Trust-wide and across partner Trusts within KHP, the ICS and beyond, and manage a process of continuous improvement in relation to service delivery, identifying innovative approaches and best practice. • Analyses performance across Essentia in relation to performance targets and strategic objectives, developing strategies and business plans, providing advice in areas where expert opinion differs and where barriers to understanding and acceptance exist. • Be strategically accountable, and hold staff accountable, for the delivery of all agreed objectives and outcomes for the Trust, Essentia and any external Trust clients or partners. • Ensure that resources allocated are properly and effectively deployed to deliver against agreed targets of time, cost and quality. • Ensure effective action is taken as appropriate, where performance is at risk of falling below expected standards, requiring performance improvement action plans to address unacceptable deviation from agreed or benchmarked financial and operational delivery standards or other requirements. • Regularly undertake and manage research activity including complex surveys and audits in relation to performance management across a range of services and functions. Improvement • Develop, implement and oversee a policy framework for service improvement across the Trust and across partner Trusts within KHP, the ICS and beyond. • Lead the development and implementation of an efficient data-driven service improvement culture, leading by professional example and continually encouraging all members of the multidisciplinary team and all levels of staff to identify improvements to safety, quality and efficiency in support of high quality of patient care.
