In exchange the com- pany would receive the service contract to build the fire hall to township specifications. Township administration noted in its re- port to council during the Feb. 4 commit- tee of the whole session that the proposal could mean a $500,000 saving to the town- ship even with all construction costs fac- tored in. The final cost for building a new fire hall won’t be available until the archi- tectural plans are drafted. The township could then negotiate a fixed price for build- ing a new station on the land and the con- tractor would be responsible for any extra expenses that occurred later during actual construction. Mayor Jean-Paul St-Pierre had already in- dicated his support for the proposal when it was presented Feb. 4. The issue that he and the rest of council have to decide on now is whether to allow a one-time-only ex- emption in this case to the township policy against sole-sourcing of major municipal contracts. EMBRUN| Russell Township council will take at least a month’s worth of “cooling off” time after finishing with this year’s municipal budget before making any kind of decision about a possible money-sav- ing proposition for the new Embrun fire hall project. Council chose to receive and set aside for further review and consideration a report from administration on a sole-sourcing pro- posal for the new fire hall project. Council is not turning down the proposal but wants time to consider all the pros and cons be- fore making a final decision later this spring. The 2013 budget approved in January in- cludes more than $2 million to expand and upgrade the present Embrun fire station. The money allocated includes a provincial grant, municipal reserve funds, and money from development charges and short-term loans.
