Development and Maintenance: Policy: Ensure maintaining existing parks and recreation facilities, including providing a minimum set of improvements, is a higher priority than developing new parks and recreation amenities and areas. • Action: Maintain existing parks with current amenities to a high level of quality, including restrooms and drainage areas. • Action: Develop/add amenities to existing parks in the city, scaled to the prioritization of park needs and uses and as identified in associated park master plans as applicable. Special attention should be paid to the provision of boat and paddling-related launching opportunities and amenities where feasible/applicable and to providing and expanding restrooms where possible. Sports Fields: Policy: Ensure City supported recreation sports teams are provided with quality facilities to practice and play organized games within Rowlett. • Action: Preform an extensive Athletic field assessment and survey to determine specific needs, utilization rates, and improvement opportunities for the city sports fields. • Action: Develop and implement maintenance standards for field sports to be used on existing and future field development. • Action: Develop practice fields in the identified areas over the next three years. • Action: Explore partnerships with school district properties to assist in development of practice areas available on a scheduled basis.
