WINCHESTER | Police have identified the remains of a body found earlier this spring near Winchester and now changed a five- year-old missing person report into a ho- micide investigation. Using DNA testing, police have confirmed that the human remains found in mid-April are those of Raymond Arnold Collison of Chesterville. Collison was reported missing in September 2009. The remains were found the evening of April 17 this year on Steen Road near the Thompson Road intersection in the Win- chester area. A post-mortem examination was done April 23 and the cause of death
at that time determined “the result of foul play” according to the OPP report. Further testing was then done to deter- mine the identity of the victim. The Stormont-Dundas-Glengarry OPP
Crime Unit has now opened an active homi- cide file on the case under the direction of Acting Detective Inspector Jim Gorry. Anyone with information regarding the death or disappearance of Raymond Arnold

Concerns about out of season catches of bass in some parts of the province have prompted an illegal fishing alert from the OPP and the Ministry of Natural Resourc- es. Police warn against illegal fishing Bass spawning season is in progress and poaching the fish at this time poses a threat to future species stocks. Fishing for bass right now is illegal, even if the catch-and-re- lease method is practised.
Assault charge Telling someone he wanted to hurt them earned a Rockland man a court appointment for next month. Police investigated a domestic assault complaint report June 16 in the Victor Street neighbourhood of Rockland. The OPP report stated that a 48-year-old Rockland man is alleged to have made comments to a woman indicating he wanted to hurt her. The man is now charged with assault and scheduled for a provincial court ap- pearance July 9 in L’Orignal. Slow driver Driving slow after drinking did not help a Rockland man avoid the atten- tion of police. Ntwari D. Mvugusi, 37, of Rockland is charged with failing or refusing to provide a breathalyzer test sample when asked. The charge resulted from police investigation of a slow-moving vehicle seen swerving along a street in Rockland on June 23. Police pulled the vehicle over on Du Parc Avenue and spoke with the driver. The smell of alcohol was noted but the driver refused to submit to the roadside screening test. Mvugusi is scheduled for the July 23 provincial court session in L’Orignal on the charge. Probation breach A Québec man will be in provincial court in L’Orignal next month to ex- plain why he was driving to Rockland in breach of his court release condi- tions. Rockland OPP station received a call June 17 from Ottawa Police Services that Terry L. Johnson, 45, of Gatineau was on his way to Rockland. This was a breach of his release conditions for a prior conviction. He was stopped on County Road 17, east of Rockland, and arrested. Johnson is scheduled for the July 17 court session on a charge of failure to reply with a recognizance order. The season for both largemouth and smallmouth bass in the Ottawa River region begins June 20. If any anglers or other indi- viduals see someone catching bass before the start of the season they should report the matter to either the police or the nea- rest Natural Resources office.
