Le projet de parc éolien Champs de l’Est est situé sur des propriétés privées et publiques dans la municipalité de La Nation et le canton de Champlain, à l’intérieur des Comtés unis de Prescott et Russell. L’aire du projet se situe au nord de l’autoroute 417, et s’étend le long du chemin de comté 22, à proximité de la communauté de St. Bernardin. Le poste de raccordement sera situé dans le Canton de Champlain. Parc éolien Champs de l’Est SEC (le promoteur), une subsidiaire de Système d’énergie renouvelable Canada inc., planifie d’entreprendre un projet d’énergie renouvelable qui requiert l’obtention d’une Autorisation de projet d'énergie renouvelable (APER). La distribution d’une proposition d’entreprendre un projet d’énergie renouvelable et le projet sont assujettis aux provisions de la Partie V 0.1 de la Loi sur la protection de l’environnement et du Règlement de l’Ontario 359/09 . Cet avis doit être distribué en vertu de la Section 15 du Règlement avant la soumission et l’analyse de conformité de l’application au ministère de l’Environnement et de l’Action en matière de changement climatique. Si le projet est approuvé, il aura une capacité nominale de 32 mégawatts (MW). La localisation du projet est présentée sur la carte ci-dessous. Documentation du projet : L’ébauche du rapport de description du projet est un document essentiel qui présente une description des activités liées au projet et les impacts environnementaux potentiels qui peuvent être générés par le projet. Le promoteur propose de développer un projet éolien d’une capacité nominale maximale de 32 MW. Le projet proposé est classé comme étant un Projet éolien de Classe 4 en vertu de la Partie II du Règlement de l’Ontario 359/09. Le Parc éolien Champs de l’Est va convertir l’énergie du vent en électricité qui sera distribuée sur le réseau d’électricité de l’Ontario à partir de la ligne de transmission L79M1 d’Hydro One située à environ 15 km au nord des turbines du projet.
The proposed Eastern Fields Wind Power Project will be located on public and private land in eastern Ontario in the Municipality of The Nation and Township of Champlain within the United Counties of Prescott and Russell, north of Highway 417 and extending along County Road 22, within the general area of the town of St. Bernardin. Eastern Fields Wind Farm LP (the Proponent), a wholly-owned entity of Renewable Energy Systems Canada Inc., is planning to engage in a renewable energy project in respect of which the issuance of a renewable energy approval is required. The distribution of this notice of a proposal to engage in this renewable energy project and the project itself are subject to the provisions of the Environmental Protection Act (the “Act”) Part V.0.1 and Ontario Regulation 359/09 (Regulation). This notice must be distributed in accordance with Section 15 of the Regulation prior to an application being submitted and assessed for completeness by the Ministry of the Environment and Climate Change. Meeting Location #1: DATE: Tuesday, December 6, 2016 TIME: Open to the public between 12 P.M. and 4 P.M. and from 6 P.M. 9:00 P.M. PLACE: Vankleek Hill Community Centre, 36 Mill St. E, Vankleek Hill, K0B 1R0, The Township of Champlain Meeting Location #2: DATE: Thursday, December 8th, 2016 TIME: Open to the public between 12 P.M. and 4 P.M. and from 6 P.M. 9:00 P.M. PLACE: Caledonia Community Centre, 6900 County Road 22, St-Bernardin, K0B 1N0, The Nation Municipality Project Description: Pursuant to the Act and Regulation, the facility, in respect of which the project is to be engaged in, is classified as a Class 4 Wind Facility in accordance with the provisions of the Environmental Protection Act. If approved, this project would have a total maximum nameplate capacity of 32 megawatts (MW). The location of the project is presented in the attached map. Documents for Public Review: The Project Description Report is a central summary document containing a description of project activities and potential environmental effects that may result from the Project. The Proponent proposes to develop a wind project with a maximum nameplate capacity of 32 MW. The proposed project is a Class 4 Wind Facility as outlined in Part II of Ontario Regulation 359/09 . The Eastern Fields Wind Power Project will generate renewable power and feed this electricity into the Ontario grid system onto the Hydro One transmission line L79M1, approximately 15 km north of the project turbines.
