Koenig & Bauer European Tour Highlights Technology For NA BY LEN PRAZYCH Würzburg, Germany based Koenig & Bauer, the 206-year-old manu- facturer of some of the most technologically innovative presses and machinery for the global printing and packaging industry, hosted a Eu- ropean discovery and demonstration tour in early December for North American box makers to witness first-hand the remarkable power and productivity of the company’s offerings for corrugated converters it is introducing to this continent.

WestRock Planning To Build Corrugated Box Plant In WI Atlanta, Georgia based WestRock Company announced plans to build a new corrugated box plant in Pleasant Prairie, Wisconsin, to meet growing demand from customers in the Great Lakes region. The company says it intends to close its existing plant in North Chicago when con- struction of the new facility is completed. The investment will position WestRock to increase its production capabilities and improve its cost profile in the Great Lakes region. Construction is estimated to cost ap- proximately $140 million and is expected to be partially offset by property sales. “Investing in a new state-of-the-art corru- gated converting facility elevates our produc- tion capabilities and better supports our end market strategy and margin improvement targets,” said David B. Sewell, chief executive officer, WestRock. “We are pleased to expand our presence in an area of critical demand like the Great Lakes and are confident that by implementing production initiatives such as these, we will continue to solidify WestRock’s position as the supplier of choice.” CONTINUED ON PAGE 3

According to a WARN notice filed last year, WestRock announced layoffs at two plants in Chicago, one impacting 73 workers and another laying off 48 workers. Elsewhere, WestRock has laid off workers in Kentucky, Minnesota, and New York. According to its website, WestRock has about 58,000 team members and billions of packages in circulation. It operates more than 300 production facilities worldwide. In December 2023, the company anounced that it had received a 100 score on the Human Rights Campaign Foundation's assessment of LGBTQ+ workplace equality.

Ox Box Invests In Scrap Removal System By Kernic Systems, Baysek Addison, Illinois based Ox Box, a custom heavy-duty pack- aging provider, announced investing in a quick effective scrap removal solution by Kernic Systems and Baysek for service to a new Baysek C190 Die Cutter. AF&PA Updates Extended Producer Responsibility Status In Four States The AF&PA announced updates on the Extended Produc- er Responsibility (EPR) program and implementation pro- cess in four states that are working towards implementing EPR laws that have passed. In California, draft regulations focus on the Plastic Pol- lution Prevention and Packaging Producer Responsibility Act. This would require single-use plastic to be cut by 25 percent, recycling, and a requirement for products to be recyclable or compostable. The Colorado Department of Health and Environment released draft rules pertaining to appropriations for state- wide recycling, including packaging and paper products, that would be paid by the producers of the products. In Maine, the Department of Environmental Protection team is expected to share its draft rules for the Steward- ship Program for Packaging at a Board of Environmental Protection Meeting. Oregon’s rulemaking advisory committee will be dis- cussing PRO fees, product exemptions, and other produc- er responsibilities. Meanwhile, Washington state legislature has intro- duced two bills. The first mandates companies making certain paper and packaging to support recycling efforts through a producer responsibility organization. It also ad-

justs recycled content rules for specific plastic products. The second requires companies to register and report sales of specific paper and packaging in Washington. The Department of Ecology assesses recycling needs and up- dates recyclable material lists. Earlier this month, the AF&PA’s Erin Hall, Manager, Gov- ernment Affairs, was in Olympia testifying on both bills about why one-size-fits-all EPR policies could harm the success of Washington’s paper recycling system. AF&PA Releases December 2023 Packaging Papers Monthly Report The American Forest & Paper Association (AF&PA) re- leased its December 2023 Packaging Papers Month- ly report. Total packaging papers & specialty packaging shipments in December remained essentially flat (+0.4 percent) compared to December 2022. They were down 1 percent when compared to the same 12 months of 2022. Shipments of the biggest subgrade in bleached packaging papers – food wrapping – were 24,100 short tons for the month of December, down 15.8 percent year-to-date. The unbleached packaging papers operating rate was 78.5 percent, down 5.9 points from December 2022 and also down 5.9 points year-to-date. PPC Releases 2023-24 Trends Industry Outlook And Market Data Report

The Paperboard Packaging Council (PPC) announced the release of its 2023-2024 Trends Industry Outlook & Market Data Report, the only com- prehensive market outlook for folding cartons. Prepared exclusively for PPC by Fastmarkets RISI, a provider of pulp and paper industry intelligence, the report features overall growth fore- casts for the U.S. and Canada as well as in-depth analysis of 17 end-use markets. Some of the key findings include: Steady Growth Through 2027 Despite challenges such as inflation and economic uncertainty, the re- port forecasts positive, though slow, growth for folding cartons. The mar- ket is slated to enjoy annual growth of 0.4 percent over the next three years, reaching 5.4 million tons by 2027. Economic Challenges Carton manufacturers, especially independent converters, are fac- ing pricing challenges as paperboard prices consistently outpace actual folding carton prices. The report provides a detailed analysis of the eco- nomic dynamics affecting the industry. Sustainability Wins Plastic substitution and environmentally friendly packaging trends should provide a tailwind for carton growth over the forecast. In fact, recent decisions by some of the largest fast-food companies and municipalities across the country suggest that paperboard packag- ing materials are poised to benefit from their environmentally friendly profile. Reduced Capacity In Canada The macroeconomic environment in Canada during the forecast peri- od will support carton shipment growth. However, the planned closure of a cartonboard mill in 2026 will re- duce Canadian folding cartonboard capacity by close to 30 percent. This will greatly reduce the amount of folding cartons that can be produced and shipped in Canada. In addition to forecasts for the overall folding carton market, the re- port analyzes 17 key end-use segments, including beverage, confection- ery, dairy, dry foods, cosmetics, pharmaceuticals, and retail carry-out. NAM: Workforce, Business Climate Remain Challenges In Fourth Quarter In its Monday economic outlook survey, NAM reports, “Manufacturing sentiment inched up in Q4 but remained not far from the post-pandemic low, with 66.2 percent of respondents in the most recent NAM Manufacturers’ Outlook Survey feeling either somewhat or very positive about their company’s outlook, edging up from 65.1 per- cent in the third quarter. “It was the fifth straight reading below the historical av- erage (74.8 percent), averaging 66.1 percent over the past three surveys. Interestingly, optimism in the outlook rose solidly among large manufacturers, but continued to re- main challenged for small and medium-sized firms. “Fewer respondents expect a recession in 2024 than three months ago, but nearly 41 percent felt uncertain. Just more than 34 percent of manufacturers believed the U.S. economy would experience a recession in calendar year 2024. This is down from 56.8 percent and 42.2 per- cent who said they expected a recession over the next 12 months in Q2 and Q3, respectively. With that said, just one-quarter of those completing the survey felt the econ- omy would avoid a recession, with 40.7 percent uncertain. “Workforce challenges continue to dominate. More than 71 percent of manufacturers cited the inability to at- tract and retain employees as their top primary challenge,

followed by a weaker domestic economy (63.7 percent), an unfavorable business climate (61.1 percent) and rising health care and insurance costs (59.8 percent). Concern about an unfavorable business climate was the highest in seven years (Q4 2016). In addition, inflation (38.5 percent) and supply chain (32.1 percent) concerns — both of which dominated in 2022 — have continued to moderate. “Eighty-nine percent of respondents said that high- er tax burdens on manufacturing activities would make it more difficult to expand their workforce, invest in new equipment or expand facilities. “Political dysfunction is a major concern for manufac- turers. When asked about major trends of concern, nearly 8 out of 10 respondents (77.6 percent) listed political dys- function as a major issue. Geopolitical turmoil (67.7 per- cent), economic recession (66.8 percent) and rising inter- est rates and the U.S. dollar (61.2 percent) followed closely as top concerns. In response to these trends, manufac- turers have been de-risking their supply chains. Eighty-six percent of respondents confirmed their companies have been working to adjust their supply chains to limit poten- tial risks. “International sales and entering new markets are a key part of future growth strategies. More than 84 percent of respondents stated that growth in exports to foreign markets was important to their success with more than 52 percent suggesting foreign markets were somewhat or very important for their company.”

Great Northern Continues Support For ICPF With New 10-Year Pledge The International Corrugated Packaging Foundation (ICPF) announced that Great Northern Corporation has pledged an additional $50,000 to support the foundation’s pro- grams and services. “ICPF is grateful to have the continued support of Great Northern Corporation,” said ICPF President Caitlin Sala- verria. “Their generous $50,000 donation will allow us to continue the foundation’s programs and services that aim to grow the labor force of the corrugated packaging in- dustry.” ICPF is currently strengthening existing programs and services, while expanding their work to address other crit- ical needs. Headquartered in Spain, Saica first ex- panded into the US market in 2022 with the opening of its first box plant in Hamil- ton, Ohio, about 20 miles north of Cincin- nati. Saica said the 360,000 square-foot building, which includes manufacturing, converting and production areas, has a production capacity of over 1,500 MSF/ year of corrugated board. Among its equipment investments was a 36” Bobst flexo folder gluer and a two-color 66” Bobst rotary die cutters. Saica said the Ohio plant was part of a previously announced $800 million invest- ment the company plans for the U.S. mar- ket, growing through strategic acquisitions or new plant construction during the next five years, as part of its global strategy. Saica has an annual production capac- ity of 3.3 million tons of recycled paper for corrugated board, according to its website. With more than 10,000 employees, the company has a presence in Spain, France, Italy, Portugal, the United Kingdom, Ireland, Turkey, Luxembourg, the Netherlands, the United States and Poland. Saica Group has four business lines: manufacture of recycled paper for corru- gated board (Saica Paper), waste manage- ment and environmental services (Saica Natur), production of corrugated board packaging (Saica Pack) and flexible pack- aging (Saica Flex).

Cepac’s investment in a Koenig & Bauer Celmacch ChromaCUT X Pro was the first of its kind at any corru- gated packaging plant in the UK (Celmacch Group is the Italian manufacturer of high-board line flexo presses and rotary die cutters for the corrugated industry with whom Koenig & Bauer formed a partnership in 2022).

The goal of the tour was to introduce the box makers – and potential purchasers of Koenig & Bauer machinery – to facilities demonstrating both extremely short change- overs and ultra-high graphic printing. Since transporting machinery to this continent for a trade show was imprac- tical and cost prohibitive, the most prudent and effective course of action was the tour. “We decided to host top converters to see the new equipment in action” said Renschler. “They will be able to see the equipment as it is operating and converting board in a live production environment, where they can watch the fast set ups and changeovers, see the precisely print- ed boxes come off the machine, and talk with the opera- tors and supervisors themselves.” Day One, (Tuesday) of the five-day discovery sojourn began in Manchester, England, where the U.S. based group convened for “provisions,” rest and a briefing pri- or to a visit to Cepac Group’s Rawcliffe facility on Day 2 (Wednesday). With more than 500 employees at five sites across northern England, Cepac Group is the largest man- ufacturer of paper packaging in the UK, producing a broad range of specialty packaging and paper-based products. Together with this capability, the ChromaCUT XPro’s “Easy Job Change” feature interfaces with all peripheral equipment in the line, setting up these pieces as well for near instantaneous order changes. When two similar jobs can be processed without changing die-cutting tools, the ChromaCUT X Pro’s “Flying Job Change” feature permits non-stop changeovers, which can accommodate the box maker’s demand for Just-In-Time production of ever short- ening runs. “No doubt about it, one of the things we like most about the ChromaCUT X Pro is the added production time we get back due to the super-fast changeovers, which has given us an impressive increase in production,” said John Astill, Strategic Project Manager at Cepac Rawcliffe, who men- tioned that the machine’s capacity surpasses that of two “redundant” Ward rotary die cutters the X Pro replaced. “We’ve only been running since February of 2022 and are still learning about this remarkable machine that is al- ready exceeding expectations. We expect those produc- tion levels to increase as we become more adept at fully exploiting its many features.” Achieving and maintaining optimum speeds are en- hanced by a Dücker pre-feeder on the front end of the ChromaCUT X Pro and an Avanti Pegasus separator and bundling system on the back end, where printed and die- cut sheets are prepared and sent to the folding and gluing CONTINUED ON PAGE 28

The line can achieve the highest possible output of large-format, multi-out sheets running at speeds up to 12,000 sheets per hour while achieving virtually perfect die cutting and print quality.
