NATIONAL PAYROLL WEEK

The Institute’s second Scottish National Conference kicked off during National Payroll Week on Wednesday 6 September with a networking dinner featuring both a welcome from Elaine Gibson, education director at the CIPP, and entertainment provided by the memorable, unique and very enjoyable singing waiters The CIPP’s Scottish Conference

O n Thursday 7 September, the conference opened with a welcome and CIPP update from the chair of the board of directors, Eira Hammond. Eira spoke about the achievements of the CIPP over the last twelve months and how the CIPP’s policy team is working on our members’ behalf by attending consultation forums and providing an opportunity to influence change through the ongoing surveys and policy Think Tanks relating to the many areas legislation under review. Following Eira, the keynote address was presented by Anton Colella, chief executive for The Institute of Chartered Accountants of Scotland. Previously, Anton was the chief executive of the Scottish Qualifications Authority, from December 2003 to October 2006, following a period as director of qualifications. Anton gave an informative presentation for the delegates. The second plenary of the day was presented by Catriona Donald, senior tax

manager at KPMG. Speaking on devolution and Brexit and the impact on payroll, her session examined the impact of two key constitutional events on payroll taxes and provided delegates with the information required to be prepared for the forthcoming changes. The session featured: ● an overview of the Scottish government’s income tax powers ● details of the practical steps employers need to take in respect of the Scottish rate of income tax ● an overview of the operation of the apprenticeship levy for employees outside England ● an overview of the likely impact Brexit will have on payroll taxes and what employers can do to prepare their organisations for a period of change. After a short refreshment break and exploration of the accompanying exhibition, the conference continued with a session from Diana Bruce, senior policy liaison officer for the CIPP whose role within

the policy team is specifically to keep our members up to date on ever-changing legislation. This session provided an update on the impact of the introduction of optional remuneration arrangements on benefits in kind, salary sacrifice and payrolling and future changes to PAYE settlement agreements. Information from Diana’s update is provided through News On Line and various CIPP events and training courses, in addition to being available on the CIPP website www.cipp.org.uk . Elaine Gibson and Dr Sue Smith, associate director of professional education at the CIPP, were up next. Their joint session covered strategic development and the mentoring and coaching involved with focus on the delegates and their team, being the leader or aspiring leader and assisting them to attract and retain key talent. The session covered: ● self-reflection – what type of leader are you? ● the leader/manager as a coach/mentor ● interactive session including practical tips Andy Nicholls, industry liaison manager for The Pensions Regulator, delivered the next session, discussing the latest news and updates on all things to do with automatic enrolment including: ● How do new employers commence their automatic enrolment duties? ● What happens when the transitional period ends? ● Are you ready for contribution increases from April 2018 or earlier?
