National Payroll Week

● What’s changing in 2018/19? The next topic for discussion was money laundering – the risks to payroll, which was delivered by Karen Thomson, director at Armstrong Watson Payroll & Employee Services. With all the government’s evasion and avoidance activity and the copious amounts of funds being thrown at this area, money laundering and the obligations that go with it are very important. So, what might be the risk to payroll and particularly to those who provide a payroll service? Areas covered in the session included: ● overview of requirements and when they apply to payroll ● what constitutes suspicious behaviour ● how to protect your company from criminal proceedings ● the role of the MLRO. After lunch, Ian Walters MSc FCIPP FHEA, learning and development director at SD Worx UK Ltd, covered the very topical session on General Data Protection Regulation (GDPR) which promises the biggest shake-up to European privacy laws for twenty years. Ian talked through the key points to make sure delegates comply and are prepared for what’s to come: ● what GDPR is all about ● what will be the impact of getting it wrong ● what you can do to protect your organisation ● what you can do to protect customers. The session closed with a very useful question and answer session covering potential scenarios. Workshop 6, which covered project management of a system implementation, was presented by Adrian Axtell, principal consultant for i-Realise. The focus of the session covered the lifecycle of a payroll implementation project: ● choosing solution provider (in-house or outsourced) ● analysis of the ‘as-is’ and design of the ‘to-be’ ● management of stakeholders; service delivery; testing structure and rolling out the ‘new-norm’ ● business readiness. Diana Bruce delivered the next session

which had a packed agenda covering a hugely beneficial payroll legislation update including the progress of new and existing government initiatives: ● automatic enrolment ● apprenticeship levy ● childcare support ● expenses and benefits ● gender pay gap reporting ● general data protection regulation ● minimum wage ● off-payroll working in the public sector. Following the afternoon break, the final session was delivered by Phil Nilson, technical team leader at HM Revenue & Customs (HMRC), who provided an update on the activities being undertaken in HMRC as well as giving HMRC’s perspective on the topical issues affecting payroll. Always well- received, Phil specifically covered: ● international National Insurance contributions ● European Union exit in the context of payroll and HMRC’s current position ● National Insurance Contributions Bill ● personal tax accounts ● PAYE settlement agreements ● off-payroll working in the public sector. Eira Hammond closed the event following Phil’s session. Delegates went on their way with the conference slides contained within a CIPP USB pen and looking forward to the 2018 conference already.
