Financial The post-holder will manage and be accountable for the annual property and wider support revenue budgets and capital projects budgets ensuring appropriate use of funds at all times and ensure that all decisions are made in line with HFRS Contract Standing Orders and Financial Regulations. Working with the Account Manager (Hampshire County Council), the post-holder will discuss, critique and approve the annual maintenance programme each year alongside regularly reviewing the five-year programme for future investment in our buildings. The post-holder is responsible for the successful generation of an income from the property estate as part of the Strategic Property & Estates Plan. The post-holder will seek and secure opportunities to achieve, and where possible improve, this objective. This includes monitoring revenue income received from partners and tenants. Professional Accountability and Liaison The post-holder is responsible for ensuring that the estate always remains statuto- rily compliant and that all health and safety, landlord or other certifications are con- ducted and regularly reviewed. The Head of Property & Facilities will provide regular reports and updates across departments, Directors and the Chief Officers Group (the organisational senior management team) and give presentations which support the successful delivery of the Strategic Property & Estates Plan as required. Section 3: Decision Making The post-holder will lead a number of teams including the professional property and support staff and work closely with the Chief of Staff to identify specific strategies to ensure that partnership development maintains momentum and new opportunities are sought for the benefit of the Service. The post-holder will define and develop best practice internally and externally for the management and use of the physical estate. The post-holder will balance conflicting demands, by analysing and making recommendations on conflicting organisational priorities. The post-holder will innovatively problem solve to deliver business solutions.
