UCPR CONSIDERS CABIN RENTALS, TINY HOMES

would like to see more of the inside of the cabins before deciding. As for Project Sinkhouse, it addresses the greatest demand for affordable housing, which is non-senior single units. Most affor- dable housing is geared towards families, but Lanark County officials want to use the tiny homes to provide permanent housing for the homeless. Lanark County planned to offer the houses at rent-geared-to-income rates as low as $109 per month. There are no utility costs because the houses are solar-powered, meaning the hookup needed is for water. UCPR Social Services Director Sylvie Millette, who helped Parisien research the company, said that the application process is “very onerous”. She claimed that Lanark County waited for over a year to secure a grant from the Federation of Canadian Municipalities (FCM) Green Municipal Fund, which paid for 80 per cent of the total project cost of $549,402. She recommended that the UCPR wait for the current pilot project in Lanark County to finish so that council can review results of the project and decide based upon those results. More information will be sought about Cabinscape and Project Sinkhouse.
Two projects for dealing with affor- dable housing came to the attention of Prescott-Russell’s eight mayors. During the committee of the whole mee- ting on March 8, the United Counties of Prescott and Russell council (UCPR) reviewed two projects from Cabinscape. The first was a promotional video for the company’s main venture, which is renting land from municipalities to build and rent out vacation cabins. The second was Project Sinkhouse, an affordable housing program requested by Lanark County in which the company built two tiny homes that were added to the stock of affordable housing in Perth. The projects were brought to council’s attention by UCPR Chief Administrator Sté- phane Parisien. He said that they could be interesting opportunities for the UCPR or municipalities to explore, although he noted that the cabin rentals required beautiful, natural, and untouched surroundings. Mayor Mario Zanth of Clarence-Rockland commented that Larose Forest might benefit from such an arrangement, although he

Lors de la réunion du comité plénier du 8 mars, les Comtés unis de Prescott et Russell (CUPR) ont assisté à une présentation de Craig MacMillan, président intérimaire de M0OUBSJP"SUJTBO8JOFSJFT 0"8 $POTUJUVÊ BVQSJOUFNQT M0"8SFQSÊTFOUFMFT établissements vinicoles artisanaux ne bénéficiant pas de l’alliance de la qualité des vignerons (AQV). Ils représentent princi- palement des agriculteurs et des vignobles de l’est de l’Ontario qui vendent moins de 2 000 caisses par an. M. MacMillan cherchait à obtenir l’aide de les CUPR pour éliminer la majoration et la taxe sur le vin imposées par la LCBO sur la livraison de vins 100 pourcent ontariens non conformes à la norme AQV. M. MacMillan a présenté au conseil un tableau comparant les frais imposés sur deux bouteilles de vin de 18,02 $, l’une AQV et l’autre non AQV. Une bouteille AQV est soumise à un total de 19,7 pourcent de taxes : 14 pourcent au gouvernement provincial, 4 pourcent au gouvernement fédéral et une consigne de 1 pourcent sur les contenants. Cela signifie qu’un total de 3,55 dollars est consacré aux taxes et que la société vinicole réalise un bénéfice de 14,47 dollars. Dans le même temps, une bouteille non soumise à l’AQV est soumise aux mêmes taxes, à l’exception de la taxe provinciale qui passe à 42 pourcent. Cela signifie qu’un total de 8,57 $, soit 47,5 pourcent du prix de vente, est prélevé en taxes, ce qui ne laisse que 9,45 $ de bénéfice à l’établissement vinicole. « Alors, d’où vient le pouvoir de la LCBO d’imposer cette majoration et cette taxe sur le vin? » a déclaré M. Ils ne peuvent pas non plus adhérer à la AQV parce que les frais sont tout aussi élevés que la taxe et que les caves artisanales sont trop petites pour les compenser par leurs ventes. M. MacMillan demande qu’une résolution soit adoptée en faveur de l’élimination de la majoration de la LCBO et de la taxe sur le vin, et qu’elle soit transmise au ministre des Finances pour qu’il l’étudie. Le conseil municipal a convenu d’examiner la résolution lors de sa prochaine réunion ordinaire.

to celebrate the St. Patrick’s Day weekend. Putzel noted that attendance at the Wee Irish Festival concert bodes well for the start of the 2023 festival season for Vankleek Hill. The next event will be the May Show Festival on Main Street May 21, followed in July by the Horse and Buggy Expo and Ecumenical Service July 9 at the Vankleek Hill Fair grounds. The popular Festival of Flavours fills up Main Street September 10, and the three-day Christmas Craft Fair December 1 to 3 at the Vankleek Hill Community Centre will finish off the festival season. The best young arm-wrestlers in all of Prescott-Russell are coming to Hawkesbury Friday to pit their muscles against each other. The Prescott-Russell Secondary School Athletic Association (PRSSAA) has chosen Hawkesbury to be the host community for the association’s first arm-wrestling tournament. The PRSSAA Arm-Wrestling Championship takes place at École secondaire catholique regionale de Hawkesbury (ESCRH), with the first bouts starting at 9:30 a.m., following an information session for competitors on tournament procedure and safety. Tournament officials expect to have 180 athletes from 12 schools across the Prescott-Russell region competing in the junior and senior boys and girls divisions. Noted professional arm-wrestling personality Devon Larratt will be guest ambassador for the tournament. The event will also be live-streamed.
