Theoretically, the research is approached from three key concepts: media pluralism, media salience and communication flows. With regard to methodology, the research employed a mixed approach combining both qualitative and quantitative methodologies. In addition, the researcher used content analysis as a tool to analyze the collected data on the new Tunisian Communication Policy and the news content collected from the research sample. To investigate the user-generated content in the digital communication networks and the role these networks played in covering the 2011-2011 Tunisian revolution, three news Arab media and four western news media were selected for the analysis and comparison. From the Western online media the researcher selected the American New York Times, the British Guardian, the French Le Monde and the Spanish El País. As for the Arab online media, the daily digital versions of the Tunisian newspapers “La Presse”, “Le Temps” in addition to Al Jazeera’s online service were selected.
