Analysis of Qatari Foreign Policy between 2007 and 2016 (the Role of Al Jazeera) Institution: Université Catholique de Louvain Country: Belgium Date: 2017 Language: French Abstract: This study examines the foreign policy of Qatar between 2007 and 2016 through the prism of soft, hard and smart power, notably theorized by Joseph Nye. The objective is to analyze the different resources used by the Qatar in its foreign policy so that their use can be qualified, or not, as smart power. To this end, the analysis is carried out through three cases where Qatar played the role of conflict mediator: Yemen, Lebanon and Sudan. The study also covers various events during the Arab Spring revolutions in Tunisia, Egypt, Libya and Syria. These events are looked at from the perspective of the foreign policy decision-making and especially the diplomatic weight of the 24-hour news channel, Al Jazeera. The findings showed that Qatar uses several resources that are both soft such as Al Jazeera satellite channel, the economic attraction and the promotion of certain values. These means of soft power are implemented smartly in a strategic way, taking into account different factors, including the country’s national its interest within the regional and global changing contexts, which is a characteristic of smart power.
