New user fee rates for water, sewer, and garbage collection services was the last item of business for Clarence-Rockland city council before its Christmas break. The final item on the agenda for City Council, during its December 16, 2019, regular session, was approval of the 2020 user fee schedules for water, sewer, garbage collection, and recycling collection services for homeowners and businesses. The good news for homeowners is there will be no change to the residential garbage collection fee. That will remain fixed at the 2019 rate of $187.50 for the year. The commercial rate will also remain the same at $400 for collection of individual bags. Businesses that use a dumpster for their garbage will be charged at the rate of $150 per tonne, with a minimum charge of at least $2,225 for the year. 8BUFS BOE TFXBHF TFSWJDFT GFFT XJMM increase by four per cent on the fixed rate portion of the residential and commercial service charge. There is a two per cent inc- rease on the consumption rate. Connection fees for new municipal water and sewer customers will increase by two per cent com- pared to the 2019 rate, totalling $3,421 for water service and $3,080 for sewer service. Other rate changes, if applicable, are listed in Schedule A of Bylaws 2019-118 and 119.

His case is scheduled for the January 29 provincial court session in L’Orignal. – Gregg Chamberlain DRUNK DRIVER A 23-year-old Ottawa man faces several charges, after a December 17 traffic incident on Poupart Road in Rockland. The man is charged with impaired driving, driving with a blood-alcohol content exceeding 80 milligrams, driving with an open container of liquor in his vehicle, and not having his proof of insurance available. The new year is about a week old now, but the mayors of Clarence-Rockland and Alfred-Plantagenet already know what their resolutions are for trying to make their municipalities better. “It’s the same as when I first took office,” said Mayor Stéphane Sarrazin of Alfred-Plan- tagenet Township, also emphasizing fiscal responsibility. “I want to keep on improving communications with our citizens. And I want to manage the municipality’s ‘wallet’ like it was my own, and make our finances more efficient.” Mayor Sarrazin noted that the township administration has changed over the past year with a new chief administrator, new trea- surer, and new municipal clerk taking over the posts after their predecessors, retired or moved on to new positions. He expects that 2020 will see the new administration “up to speed” on all issues, concerns, and needs of the community, and able to advise council on how to best tackle various issues. “I think we have some great people in all these positions,” Sarrazin said. Clarence-Rockland Council is review- ing the municipal parking regulations, including overnight parking during the winter season. An almost snowfall-free December has provided some extra time for Clarence- Rockland staff and council to do some further study on present parking regulations and penalties. Council reviewed a report on proposed revisions to the regulations during its December 16 regular session, before the Christmas break, but tabled it to allow administration to prepare a more detailed follow-up report in early 2020. The City’s traffic and parking bylaw dates back to June 2007 and has gone through 20 amendment reviews since then. The main point of discussion between council mem- bers, over the preliminary report, concerned the regulation of overnight parking during the winter season. The latest suggested revision of municipal parking regulations proposed allowing limited on-street parking from 1 to 7 a.m., during the QFSJPEGSPN/PWFNCFSUP"QSJM VOMFTT there was a heavy snowfall warning in effect. The proposed change called for notifying residents “by various means” of overnight parking restrictions, to allow snow removal crews to work overnight without having to deal with vehicles parked on streets, in either Rockland or any of the villages. The current parking bylaw provides for an automatic ban on overnight parking during the winter season, to assist with snow removal work without the need to wait for a heavy snowfall warning. Several councillors expressed concern about municipal liability in replacing the automatic overnight winter parking ban. The focus of concern was how administration could make sure that all residents were aware of the ban. A few councillors noted that not all residents make a habit of chec- king the municipal website for updates on local services, and there is no guarantee that residents will see notices on social media sites like Facebook. Some council members also asked how far in advance notice should go out of an overnight parking ban, and would the city be liable for any vehicles still left parked overnight because their owners did not get notice of the ban. Council decided to defer decision on any changes to the present traffic and parking regulations until administration can provide a follow-up report.

GLENGARRY- PRESCOTT-RUSSELL IS A RIDING WITHOUT A VOICE AT QUEEN’S PARK Notwithstanding the many complaints people may have with politicians, it is particu- larly vexing when politicians collect a salary, paid for by taxpayers, and we are unable to point to a single tangible achievement where their work has benefited their constituency over the course of a term of office. A case in point is Amanda Simard, elec- ted as a Progressive Conservative voice in the Glengarry-Prescott Russell (GPR) riding in 2018. Ms. Simard, having served as a Progressive Conservative MPP for 180 days, is now an independent and intends to run under the Liberal banner. The GPR riding has been left without representation since that time and she has had no public visibility. There are many words to describe how many of us who voted for her feel, but “betrayed” seems gentlest and most appropriate. When politicians, intentional or otherwise, get elected under a false flag, they should have the ethics to at least resign to run another day, rather than continuing to collect a salary at taxpayers’ expense. Ms. Simard has no visible record of achievement in either party. And when a politician’s record of achievement is flat lined, both as a Progressive Conservative and an Independent, the words “buyer beware” also seem gentle and appropriate.

le cadre de la célébration du 4 janvier, deux de ses sœurs, Denise Robert, 95 ans (à gauche), et Armelle Lirette, 89 ans, toutes deux vivant au Québec, sont venues lui rendre visite. We will discuss the use of all Class 9 pesticides that were utilized during the last growing season. This meeting is mandated by the Ministry of Environment and is necessary for the keeping of our pesticide licences. A presentation will take place at the main clubhouse, located at, 301 Montée Outaouais on January 22 at 7 pm.

M. Aurèle Dutrisac de Rockland, autrefois de Sarsfield (Ontario), décédé le vendredi 27 décembre 2019, à l’âge de 88 ans. Il était le tendre époux de feu Reina Lalande; le fils de feu Ovila Dutrisac et de feu Rose-Anna Gascon; le cher père de Yves (Ginette Charbonneau); le grand-père adoré de Alain (Stéphanie Boucher) et Roxanne. Lui survivent également une amie très chère, Huguette Saumure; la fille de Ginette, Isabelle Bissonnette; un frère, Rosario (Gisèle Gareau); une sœur, Laurette Daniels; deux belles- sœurs : Lise Lalande (Jean Carter) et Cécile Drouin (feu Jean-Paul Lalande), ainsi que plusieurs neveux et nièces. Il fut prédécédé par un frère, Rhéal (feu Lilianne Laviolette); cinq sœurs : Dolorès (feu Albert Gratton), Gabrielle (feu Jean Pagé), Thérèse (feu Georges Lacasse), Noëlla (feu Roger Pharand) et Auréa (feu Rosaire Mathieu); un beau-frère, Royal (feu Liliane Millette); quatre belles-sœurs : Carmen Lalande (feu Albert Paquette), Rita Lalande (feu Omer Paquette), Ghislaine Lalande et Mireille Lalande. Un service religieux aura lieu le samedi 11 janvier 2020 à 13h30, en l’église Saint-Hugues à Sarsfield, suivi de l’inhumation à une date ultérieure, au cimetière paroissial. Castors étaient survoltés et ont carrément pris possession de la patinoire. Le gardien a d’ailleurs été invincible, ne laissant entrer aucune rondelle dans son filet. Le gardien de Gatineau a eu beaucoup moins de chance. Il a été déjoué à trois reprises, laissant une avance aux Castors de 4-1. Et c’est en troisième que le tout s’est joué. Malgré le but de Gatineau et les efforts constants, Clarence a réussi à mettre la rondelle dans le filet adverse à trois reprises, leur donnant le dernier mot dans une victoire fracassante de 7-2. L’histoire s’est répétée le 5 janvier contre les Aigles de Saint-Isidore. Les Castors ont affirmés une victoire au compte de 4-2.
L’équipe des Castors de Clarence semble être l’équipe à battre en ce début d’année. Les joueurs ont gagné leurs deux derniers matchs en ce début de 2020. Le 3 janvier, contre le Gatineau Hull-Vo- lant, les Castors ne s’en sont pas laissé montrer. On peut dire qu’ils ont eu le dessus sur leur adversaire. En première période, les joueurs étaient plutôt timides et ils ont quitté la glace à la fin de la période avec une égalité d’un but partout. De retour en deuxième, les

LE SUCCÈS DES ÉLÈVES FRANCOONTARIENS EST NONNÉGOCIABLE L’enseignante ou l’enseignant de votre enfant fait bien plus qu’enseigner une matière selon un programme-cadre. Elle ou il l’accompagne dans son cheminement, l’aide à trouver sa place dans la société et à mieux comprendre les enjeux qui nous concernent toutes et tous, comme l’éducation, la francophonie, la justice sociale. Les enseignantes et enseignants des écoles franco-ontariennes financées par les fonds publics ont à cœur le succès de leurs élèves. C’est pourquoi, après de longs mois de négociations qui avancent au ralenti avec le gouvernement et les conseils scolaires francophones, les enseignantes et enseignants ont voté récemment à 97 % en faveur d’un mandat de grève. Il est temps de passer à l’action. ASSEZ, C’EST ASSEZ! Car les négociations ne portent pas seulement sur les droits et les conditions de travail. À la table de négociation, l’apprentissage des élèves est aussi un enjeu de taille pour lequel les enseignantes et les enseignants sont prêts à participer à des mouvements de grève.
•Réduire le choix des cours offerts aux élèves? L’AEFO dit non. •Forcer les élèves à suivre des cours en ligne? L’AEFO dit non.
•Affaiblir notre système d’éducation francophone par des coupes absurdes? L’AEFO dit non. Le gouvernement Ford veut couper, enlever, trancher et voit l’éducation comme une dépense, alors qu’il s’agit d’un investissement pour l’avenir. Les conseils scolaires sont complices.
Des mouvements de grève comme dernier recours Nous comprenons que des mouvements de grève peuvent perturber le quotidien des parents d’élèves franco-ontariens. Mais l’AEFO a une part de responsabilité dans les décisions qui seront prises à la table de négociation et ne peut pas accepter de participer à la détérioration de notre système d’éducation franco-ontarien. Nos jeunes seraient les grands perdants. C’est pourquoi les mouvements de grève sont nos derniers recours. Nous espérons pouvoir compter sur votre compréhension et votre soutien.
