إن الإنسان هو أساس أية عملية حضارية . . اهتمامنا بالإنسان ضروري لأنه محور كل تقد ّّم حقيقي “ مستمر مهما أقمنا من مباني ومنشآت ومد ّارس ومستشفيات . . ومهما مد ّدنا من جسور وأقمنا من زينات فإن ذلك كلّه يظل كيانا ماديا لا روح فيه.. وغير قادر على الاستمرار. إن روح كل ذلك الإنسان. ” الإنسان القادر بفكره، القادر بفنّه وإمكانياته على صيانة كل هذه المنشآت والتقد ّّم بها والنمو معها.

فتمنحنـــا فســـحة نـــادرة لتأمّـــل الرحلـــة التـــي قطعناهـــا عبـــر الأعـــداد الثلاثـــة الســـابقة. نقـــف مـــع أنفســـنا لنســـأل: مـــا التحدّيـــات التـــي واجهتنـــا؟ وهـــل نجحنـــا فـــي الوصـــول إلــى قــرّاء جــدد بحكايــات تقــدّم المعرفــة والمتعــة علــى حــد ســواء؟ أو ربّمــا تلامــس شـــغاف قلوبهـــم علـــى مســـتوى أعمـــق؟ وأيـــن أخطأنـــا التّقديـــر؟ ومـــا الـــذي يمكـــن تحسـينه؟ ثـم يطـل السـؤال الأكبـر: إلـى أيـن نمضـي بعـد ذلـك؟ مـع كل عـددٍ، نخـوض محاولتنـــا الدائمـــة لإيجـــاد تـــوازن دقيـــق بيـــن المحلّـــي والعالمـــيّ، بيـــن مـــا يولـــد هنـــا، ومـــا يتـــردّد صـــداه فـــي أماكـــن بعيـــدة. نلاحـــق اللحظـــات المفصليّـــة وهـــي تتشـــكّل، لا لنكتفـــي بتســـجيلها، بـــل لنحفظهـــا علـــى الـــورق كذاكـــرة حيّـــة للأجيـــال القادمـــة. هـــي معادلـة حسّاسـة لا تخلـو مـن الشّــد والجـذب، إذ نحـاول الاقتـراب مـن جمهـور واسـع مـــن دون أن نـــذوب فـــي التيّـــار، وأن نظـــل أوفيـــاء لحكايتنـــا الأولـــى، ولذلـــك الصّـــوت الـذي انطلقـت منـه شـواطئ. وفـي خضـم كل ذلـك، تبقـى الأصالـة خيـارًا لا مسـاومة فيـــه. فنحـــن لســـنا مطبوعـــة تُطـــارِد اللحظـــة العابـــرة، بـــل مســـاحة متأنّيـــة تُصغـــي قبـــل أن تَنْشـــر، وتحتفـــي بمحتـــوى أصيـــل لا يشـــيخ، وبفنّانيـــن ومبدعيـــن يكتبـــون مســـتقبلهم بموهبـــة تعانـــق الابتـــكار. شـــكّلت الثقافـــة منـــذ البدايـــات ركنًـــا أصيـــلا فـــي بنـــاء دولـــة الإمـــارات، ونمـــت ملامـــح المشـــهد الثقافـــي الإماراتـــي عبـــر تحـــوّلات عميقـــة، تعكســـها اليـــوم شـــبكة غنيّـــة تضـــم أكثـــر مـــن أربعيـــن متحفًـــا تاريخيًّـــا وثقافيًّـــا. وعندمـــا تأسّسَـــت دولـــة الإمـــارات ، قبـــل أربعـــة وخمســـين عامًـــا، كانـــت البـــلاد لا 1971 العربيّـــة المتّحـــدة فـــي ديســـمبر تـــزال مســـاحة مبهمـــة الملامـــح فـــي الوعـــي العالمـــيّ، ومحـــدودة التّعريـــف بثقافتهـــا وأهلهـــا. لكـــن، علـــى امتـــداد أكثـــر مـــن خمســـة عقـــود مـــن التّغيّـــر المتســـارع، أعـــادت دولـــة الإمـــارات صياغـــة صورتهـــا، لتغـــدو مركـــزًا عالميًّـــا للأعمـــال والســـياحة، ومنصّـــة نابضــة للفنــون والثقافــة، وحاضنــة للابتــكار التكنولوجــيّ. وفــي الثالــث مــن ديســمبر ، تحقّـــق أخيـــرًا ذلـــك الموعـــد المنتظـــر، مـــع افتتـــاح متحـــف زايـــد الوطنـــيّ، فـــي 2025 لحظـة مفصليّــة كشَــفَت عـن تحفـة ثقافيّــة تضـم إرث أمّــة بأكملهـا. إنّــه صـرح يتجـاوز حــدود الإبهــار المعمــاري ليغــدو بيانًــا ثقافيًّــا يكــرّم القائــد المؤسِّــس، الشــيخ زايــد بــن ســـلطان آل نهيـــان، ورؤيتـــه التـــي وضعـــت الإنســـان والثقافـــة فـــي صميـــم المشـــروع الوطنـــيّ. وخـــلال العقـــد الأخيـــر، خَطَـــت أبوظبـــي خطـــوات واثقـــة نحـــو تحقيـــق طموحــات ثقافيّــة كبــرى فــي مجــالات الفنــون والمعرفــة، فــي مســيرة ســتبلغ ذروتهــا . 2026 المرتقبـــة مـــع افتتـــاح متحـــف غوغنهايـــم أبوظبـــي فـــي أواخـــر عـــام تتنـــاول نســـختنا الأحـــدث طيفًـــا واســـعًا مـــن الموضوعـــات، ومـــع طـــي صفحـــة العـــدد الثانـــي والســـبعين، نتوجّـــه إليكـــم، قرّاءنـــا الأعـــزّاء فـــي الدّاخـــل والخـــارج، بخالـــص الشـــكر والامتنـــان علـــى دعمكـــم المتواصـــل، ووفائكـــم، وثقتكـــم التـــي نعتـــز بهـــا دائمًـــا. وإذ نســـتقبل عامًـــا جديـــدًا، نرجـــو لكـــم ولمـــن تحبّـــون أيامًـــا مملـــوءة بالخيـــر والطمأنينــة. نلتقيكــم مــن جديــد فــي أواخــر مــارس، لنحتفــي معًــا بإصدارنــا الخــاص بالذكـرى التاسـعة عشـرة لمولـد مجلّتنـا. وإلـى ذلـك الحيـن، نتمنّــى لكـم عامًــا مملـوءًا بالصحـــة والســـلام والأمـــان والفـــرح، وقـــراءة ممتعـــةً!
، يتســـلّل إلينـــا شـــعور غريـــب بـــأن الزمـــن قـــد أفلـــت مـــن 2026 مـــع اقتـــراب عـــام بيـــن أيدينـــا، وأن عامًـــا آخـــر انقضـــى فـــي غمضـــة عيـــن. ففـــي عصـــر يتقـــدّم بخطـــى متلاحقـــةٍ، تحكمـــه الســـرعة، وتغذّيـــه التقنيـــات المتطـــوّرة، ويـــزداد فيـــه الهـــوس بالــذكاء الاصطناعــي، بــات التوقّــف عنــد اللحظــة الراهنــة والإنصــات لمــا حولنــا فعــلا نــادرًا، يــكاد يشــبه وهــم الراحــة وســط ضجيــج لا يهــدأ. أمّــا النّــأي بالنّفــس عــن هــذا الضجيـــج، فقـــد تحـــوّل إلـــى امتيـــاز لا يتـــاح إلا للقليليـــن. وحتـــى مـــن ينجحـــون فـــي ذلـــك، كثيـــرًا مـــا يكتشـــفون أنّهـــم لـــم يتحـــرّروا حقًّـــا، إذ اعتـــادوا العيـــش فـــي حالـــة اتصـال دائـم، يتدفّــق فيهـا سـيل لا ينقطـع مـن المعلومـات، سـواء كانـت صحيحـة أو مغلوطــةً. ولهــذا، تفــرض هــذه اللحظــة، أكثــر مــن أي وقــت مضــى وقفــة صادقــة مــع الـــذات، ودعـــوة إلـــى التأمّـــل وإعـــادة ترتيـــب الأولويّـــات، والعـــودة إلـــى ســـؤال بســـيط وعميـــق فـــي آن واحـــد: مـــا الـــذي يســـتحق حقًّـــا أن نعيـــش لأجلـــه فـــي هـــذه الحيـــاة؟ وجـــرت العـــادة أن يكـــون هـــذا الوقـــت مـــن العـــام موســـمًا للقـــرارات الجريئـــة التـــي نتّخذهـا بحمـاس كبيـر، ثـم نتركهـا تتبـدّد عنـد أوّل اختبـار للزمـن. وربّمـا كان الأجـدر بنـــا، فـــي هـــذه اللحظـــة بالـــذات، أن نُخفّـــف عـــن أنفســـنا وطـــأة مطـــاردة الأهـــداف وتحقيـــق الإنجـــازات، وأن نتعلّـــم فضيلـــة الرِّفـــق بالنّفـــس. لنجعـــل مـــن هـــذه الفتـــرة فسـحة للإصغـاء إلـى مـا يهمّنـا بحـقّ، لا إلـى صخـب الأخبـار القاتمـة، ولا إلـى طوفـان الصـــور والكلمـــات العابـــرة التـــي تمـــر علـــى الشاشـــات وتتـــرك خلفهـــا فراغًـــا ثقيـــل الحضـــور. لعلّهـــا لحظـــة مناســـبة لأن نلتفـــت إلـــى منابـــع ســـعادتنا وإلهامنـــا، وأن نتـــرك لهـــا مكانًـــا رحبًـــا فـــي أيّامنـــا وخواطرنـــا. إنّهـــا دعـــوة لأن نُعيـــد فتـــح دفاتـــر الأحـــلام المؤجّلــة، والرغبــات الأســيرة، وأن نجــرّب هوايــات طالمــا لوّحــت لنــا مــن بعيــد، وأن نمنـــح أنفســـنا حـــق التّرحـــال، لا فـــرارًا، بـــل بحثًـــا عـــن مـــلاذات توقـــد شـــغف الـــرّوح مـــن جديـــد. مـــع أفـــول نجـــم عـــام آخـــر، لنقطـــع علـــى أنفســـنا عهـــدًا بتوطيـــد صِلاتنـــا الإنسـانيّة، والتقـرّب أكثـر مـن العائلـة والأصدقـاء، وأن نُخفّــف، فـي المقابـل، مـن تلـك الرّوابـــط الرقميّـــة الهشّـــة التـــي لا تمنحنـــا إلا وهـــم التّواصـــل. إلـــى حـــد مـــا، نحـــن جميعًـــا شـــركاء فـــي إهمـــال اللحظـــة الرّاهنـــة، إذ نرهـــق أنفســـنا بالتّعلـــق بغـــد غيـــر موعـــودٍ. غيـــر أن الخطـــر الحقيقـــي يكمـــن فـــي أن نُســـلِّم أنفســـنا للفتـــور، وأن نســـمح لـــلا مبـــالاة بالتّســـلّل إلـــى وعينـــا. فالسّـــير نحـــو مســـتقبل غيـــر مضمـــون لا يحتمـــل الاستســـلام، بـــل يســـتدعي قـــدرًا أكبـــر مـــن الأمـــل، وصفـــاء فـــي النظــرة، وإيمانًــا بــأن التّغييــر هــو الحقيقــة الوحيــدة الثابتــة فــي هــذه الحيــاة. ولعــل خلـــف صخـــب الحيـــاة اليوميّـــة، وزحمـــة الأوراق المكدّســـة علـــى مكاتبنـــا، وضجيـــج الأفـكار فـي رؤوسـنا، يكمـن جوهـر أعمـق وأقـدر علـى الاسـتمرار، وعلـى منـح الحيـاة فرحهـا الحقيقـيّ. ولقـد عبّــرت جيـن غـودال عـن هـذه الخواطـر بأبلـغ الكلمـات عندمـا قالــت: ”لا يمــر يــوم دون أن نتــرك أثــرًا فــي العالــم مــن حولنــا؛ فــكل مــا نفعلــه يُحــدث فرقًـــا، والمســـؤوليّة كلّهـــا تكمـــن فـــي أن نختـــار نـــوع الأثـــر الـــذي نريـــد أن نتركـــه.“ بالنســـبة إلينـــا فـــي شـــواطئ، يترافـــق ختـــام العـــام بمزيـــج متناقـــض مـــن المشـــاعر. ، 2025 وكمجلّـــة تصـــدر فصليًّـــا، تمثّـــل هـــذه النســـخة محطّتنـــا الأخيـــرة فـــي عـــام
As 2026 is nearly upon us, it seems almost impossible to recon- cile how quickly this year has passed. Given our current fast- paced, fast-tracked, technologically advanced, AI obsessed age, the idea of paying attention to the present moment and find- ing respite from the deluge of digital information has become a ‘mirage’; a preoccupation among those privileged enough to be able to unplug. Even for those who are able to ‘unplug’ - so to speak – many have become accustomed to being constantly connected to a non-stop flow of [mis] information. Now, more than ever, we have to take stock and look inward; we need to reflect on what’s truly important in life. Traditionally speaking, this is the time of the year people start making unrealistic resolutions, which mostly get cast aside and forgotten rather quickly. Perhaps, now is a better time to just be kinder to ourselves. Think about what you really care about, and make sure that’s what you’re giving your time and attention to, rather than indulging in an onslaught of negative news updates, posts, reels or tweets on social media. Think about where your happiness and inspiration lie, and make sure you’re including space in your days and your thoughts for those. Think about unfufilled dreams and desires, new hobbies you’d like to explore, travels you’d like to escape on. Spend more time connecting deeply with family and friends and less time connecting superficially with digital devices. To an extent, we are all guilty of not engaging in the here and now , but rather fixating over a ‘tomorrow’ that is not guaranteed. We must be mindful not to resign ourselves to being apathetic and disengaged , we must strive to remain hopeful and positive as we move towards an uncertain future, as the only constant in life is change . Perhaps there’s something deeper and more sustaining underneath all the clutter on your desk [and noise in your head] that will really ultimately bring you more fulfilment and joy in your life. In the words of the late Jane Goodall, “You cannot get through a single day without having an impact on the world around you. What you do makes a difference and you have to decide what kind of a difference you want to make.” For us at Shawati’ , the end of the year is bittersweet. As a quarterly publication, this is our final edition of 2025, which gives us ample time to reflect on what we’ve accomplished
with the previous three. What challenges did we face? Did we succeed in reaching new audiences with stories that in- form, entertain, or resonate on a deeper level? What pieces did we miss the mark on? What can we improve on? What’s next? With every issue we create we aim to strike a balance between local and global stories, capturing and document- ing landmark moments, as they occur, and preserving them in print for future generations. For us it’s always a deli- cate balance to please the majority, while simultaneously striving to stay true to our ‘origin story’ and honouring the ethos of our brand. For us it’s about maintaining our authenticity; as we’re not a mainstream publication, we have time to curate timeless original content featuring in- novative artists. Culture plays a vital role in the foundation of the UAE. The Emirati culture has witnessed many significant develop- ments in their cultural landscape, which is evidenced by the UAE’s offering of 40-plus historical and cultural muse- ums. When the United Arab Emirates was established in December 1971, fifty four years ago, little was known about the country, culture or people. After five plus decades of rapid development, the UAE has been transformed into a major hub for business & tourism, arts & culture and technological innovation. On 3 December 2025, the historic and long-an- ticipated moment was finally realised – the opening of Zayed National Museum. A cultural masterpiece was unveiled, and is now the national museum of the country. It is not only an architectural marvel, but also a fitting tribute to the late visionary leader, Sheikh Zayed bin Sultan Al Nahyan. In the last decade Abu Dhabi has realised many grand cultural aspirations in the realm of arts and culture, concluding with the Guggenheim Abu Dhabi slated to open in late 2026. Our latest edition touches on many topics, and as we turn the page on our 72 nd issue, we would like to thank you, our dear readers, at home and abroad for your continued sup- port, loyalty and patronage. T تُعد هيئة أبوظبي للإســــــكان نموذجًا رائدًا في تطوير المشــــــهد الإسكاني في إمارة أبوظبي، إذ في إرساء معايير جديدة للتخطيط العمراني المستدام، من 2012 نجحت منذ تأسيســــــها عام خلال استراتيجيّات مدروسة، ومشاريع سكنيّة متكاملة، ورقمنة شاملة للخدمات، إلى جانب شراكات فاعلة مع القطاعين الحكومي والخاص. وخلال أكثر من عقد من الزمن، حقّقت الهيئة إنجازات نوعيّة تجسّــــــد رؤيتها في توفير حياة 16 ألف قطعة أرض سكنية، و 45 كريمة ومستقرّة للمواطنين، إذ أشرفت على تسليم أكثر من قرض ســــــكنيّ، وإعفاءات ماليّة تعدّت قيمتها 61,140 ألف مســــــكن جاهز، إضافة إلى أكثر من مواطن ومواطنة. 129,448 مليار درهم، استفاد منها 177 الإجماليّة ، حين تولّى المغفور له الشيخ زايد بن 1966 يعود الاهتمام بالإسكان في إمارة أبوظبي إلى عام سلطان آل نهيان، طيّب اللّـــــــه ثراه، زمام الحكم، واضعًا نصب عينيه بناء الإنسان قبل البنيان. ومنذ ذلك الحين، شــــــكّل قطاع الإســــــكان محورًا رئيســــــيًّا في التنمية الاجتماعيّة والعمرانيّة، وخلال العقود الستة الماضية، تواصلت جهود التطوير عبر مشاريع نوعيّة تركت بصمتها على مختلف مناطق الإمارة. مشاريع ترسم ملامح المستقبل ، 2025 من أبرز المشاريع الحديثة مشروع السّاد السكني في مدينة العين، الذي افتُتح في فبراير من 306 مليون درهــم، ليضم 993.7 مليــون متــر مربّــع، بتكلفــة بلغــت 1.23 ويمتــد علــى مســاحة الفلل الســكنيّة المجهّزة بأحدث المواصفات. ويتضمّن المشــروع كذلك ثلاثة مجمّعات تجاريّة، حديقة عامة، ومركزًا مجتمعيًّا، ليُشكّل نموذجًا لمفهوم الحي المتكامل. 34 وثلاثة مساجد، و ، أحد أكبر المشاريع 2024 كما يُعد مشروع حي المزن في شمال بني ياس، الذي دُشّن في مايو فيلا بتصاميم 3,453 السكنيّة الحديثة، إذ يمتد على مساحة تسعة كيلومترات مربّعة، ويضم مليارات درهم. 9.3 عصريّة مستوحاة من التراث الإماراتي الأصيل، بتكلفة إجماليّة قدرها أمّا مشــــــروع قناة ياس الســــــكني في منطقة شاطئ الراحة، فيُعد من أهم المشاريع التي تُبنى كيلومتر مربّع، 1.8 فيلا ســــــكنيّة للمواطنين، موزّعة على مســــــاحة 1,146 حاليًــــــا، حيث يضم
The Abu Dhabi Housing Authority is a leading institution in shaping the emirate’s housing landscape. Since its es- tablishment in 2012, it has set new standards for sustain- able urban planning through well-designed strategies, integrated residential projects, a comprehensive shift to digital services, and strong partnerships with both the public and private sectors. Over the past decade, the Authority has achieved re- markable milestones that reflect its vision of providing citizens with a dignified and stable life. These include overseeing the handover of more than 45,000 residential plots and 16,000 completed homes, as well as providing more than 61,140 housing loans and financial exemp- tions – amounting to more than AED 177 billion in value and benefiting 129,448 Emirati men and women. Abu Dhabi’s commitment to housing dates back to 1966, when the late Sheikh Zayed bin Sultan Al Nahyan as- sumed leadership with a profound belief that people must be built before buildings. Since then, the housing sector has remained a cornerstone of the emirate’s social and urban development. Over the past six decades, con- tinuous efforts and landmark projects have left a lasting impact on communities across Abu Dhabi. SHAPING THE FUTURE OF COMMUNITY LIVING One of the Authority’s most recent developments is the Al Saad Housing Project in Al Ain, inaugurated in February 2025. Spanning 1.23 million square-metres and built at a cost of AED 993.7 million, the project includes 306 villas constructed to the latest standards. It also features three commercial complexes, three mosques, 34 public parks, and a community centre, together forming a model for a fully integrated neighbourhood. Another major milestone is the Al Mizn Neighbourhood in North Baniyas, launched in May 2024. Covering nine square-kilometres, it stands as one of the emirate’s larg- est modern housing developments, comprising 3,453 villas designed with contemporary aesthetics rooted in authentic Emirati heritage. DIGITAL TRANSFORMATION: A SMARTER HOUSING JOURNEY The Authority places strong emphasis on digital transforma- tion, with citizens’ convenience at the core of its priorities. In line with this commitment, it launched the “Iskan Abu Dhabi” app - a unified digital platform that gathers all housing services into a single, user-friendly interface, allowing applicants to submit and track their requests electronically without visiting service centres. In 2024, the Authority also adopted digital twin technology to present its projects through interactive 3D models, giving users the ability to virtually explore over 3,000 homes and examine their interior and exterior details. This step represents a major leap in empowering citizens to choose their homes through an innovative and immersive experience, aligning with Abu Dhabi’s vision of a shift toward smart and future-ready cities. STRATEGIC PARTNERSHIPS TO BROADEN THE HORIZON The Abu Dhabi Housing Authority continues to expand its net- work of strategic partnerships with leading UAE real estate de- velopers - including Aldar Properties and Bloom Holding - to deliver modern residential communities built to the highest

standards of quality and sustainability. It is also strengthening its col- laboration with the banking sector to offer citizens more flexible and accessible financing solutions. Between 2024-2025, the Authority signed cooperation agreements with Abu Dhabi Commercial Bank [ADCB], First Abu Dhabi Bank, Abu Dhabi Islamic Bank, and Al Maryah Community Bank to provide additional real estate financing for beneficiaries of the housing loan programme. These options offer up to AED 500,000 with repayment terms of up to 25 years, further supporting homeownership and promoting family stability. INITIATIVES THAT STRENGTHEN FAMILY BONDS The efforts of the Abu Dhabi Housing Authority go beyond building homes – they focus on nurturing the social and human connections and family values that shape strong communities. One of its key initiatives is the “Extension of Housing Loan Repayment Period” under the “Barakat- na” programme launched by His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi. This initiative supports sons and daughters who care for their elderly parents by granting an additional five-year loan repayment extension. The Authority also provides up to AED 250,000 in financial support across three loan types: construction, demolition and reconstruction, and home purchase. In addition, the rental assistance programme for newly mar- ried couples offers up to AED 75,000 for two years, with the possibility of extension - helping them secure suitable housing as they begin their family life. The first housing benefits package for 2025 reached approximately AED 6.75 billion, supporting 4,356 citizens. This brings the total number of benefits since the Authority’s establishment to over 123,000, with a total value exceeding AED 168.85 billion. To provide citizens with more choice and flexibility, the Authority intro- duced several services, including the Residential Land Exchange Service, which helps keep families closer together, and the “Expression of Inter- est” feature, enabling citizens to browse current and upcoming housing projects and select preferred options through the “Iskan Abu Dhabi” app. Together, these services reflect the Authority’s ongoing commitment to family stability and community wellbeing. His Excellency Hamad Hareb Al Muhairi, Director General of the Authority, noted that these initiatives give citizens greater freedom to choose geo- graphic locations that fit their needs. He also confirmed that the Authority plans to deliver around 28,000 housing units across 15 ongoing develop- ment projects in the emirate. SUSTAINABILITY AT THE CORE Since its inception, the Abu Dhabi Housing Authority has aligned its efforts with the leadership’s vision for a greener economy, in line with the UAE Green Agenda 2030 and the Abu Dhabi Economic Vision 2030. The Authority is committed to building environmentally responsible and sustainable homes that meet Estidama standards for both villas and com- munity facilities - ensuring efficient water and energy use while reducing carbon emissions, and ultimately supporting the nation’s goal of achiev- ing climate neutrality by 2050. Recognising the green economy as a key driver of sustainable growth in the emirate, the Authority has introduced forward-thinking initiatives such as the Circular Housing Guide, which integrates sustainability into every stage of development - from material selection to the planning and design of residential communities. FUTURE PROJECTS: A VISION EXTENDING TO 2029 The Abu Dhabi Housing Authority is moving forward with its mission to provide quality housing for citizens by developing fully integrated com- munities and new neighbourhoods equipped with modern facilities. Re- cently, it announced agreements to develop 13 new housing communities across the emirate, with a total investment of AED 106 billion. These agree- ments include the construction of 25,244 housing units for citizens over the next five years at a value of AED 94 billion, as well as the development of 14,876 residential plots estimated at AED 12 billion.

quality of life, and contributes meaningfully to the emirate’s sus- tainable development. We view housing not merely as a service, but a foundational pillar of social stability, economic growth, and community cohesion. To achieve this, we are committed to a model that focuses on planning residential communities that offer all the components of dignified living - including educational, healthcare, commer- cial, and recreational facilities, as well as green spaces and pub- lic amenities - all aligned with Abu Dhabi’s urban master plan. A key element of our strategy is providing citizens with diverse housing options and the freedom to choose locations that best meet the needs of their families. As part of our sustainability efforts, we launched the Circular Housing Guide, which promotes the efficient use of resources in housing construction and introduces practical measures to reduce waste. This includes curbing greenhouse gas emissions, recycling construction materials and repurposing them across various applications, and prioritising environmentally friendly alternatives. This marks a significant shift toward a sustainable housing model that integrates the principles of circular econo- my into the design and delivery of projects. Ultimately, our goal is to support Abu Dhabi’s long-term devel- opment vision by empowering citizens, strengthening family stability, and creating future-ready housing solutions built on quality, innovation, and sustainability, while preserving nation- al identity and the cultural fabric of Emirati society. What are the Authority’s priorities for the next five years, and what local or international partnerships do you aim to establish to accelerate housing solutions?

نحرص في الهيئة على تبنّي نموذج يقوم على تخطيط مجتمعات سكنيّة متكاملة تتوفّــــــر فيهــــــا جميع مقوّمات الحياة الكريمة، من مرافق تعليميّة وصحيّة وتجاريّة، إلى مســــــاحات خضراء ومرافق عامّة، بما ينســــــجم مع المخطّــــــط الحضري لإمارة أبوظبــــــي. كما نولي أهميّة كبيرة لتوفير خيارات ســــــكنيّة متنوّعة تُتيح للمواطنين حريّة اختيار مواقع مساكنهم بما يتناسب مع احتياجاتهم. وانطلاقًا من التزامنا بالاستدامة، أطلقت هيئة أبوظبي للإسكان “الدليل الإرشادي للإســــــكان الدائريّ”، الذي يركّز على آليّات الاســــــتخدام الأمثل للموارد المستخدمة في بناء المســــــاكن، ويقدّم إرشــــــادات لتقليل النفايات، بما يُسهم في تقليل انبعاثات الغازات الدفيئة المسبّبة للاحتباس الحراريّ، و إعادة تدوير المواد المستخدمة في عمليّات البناء وتوظيفها في مجالات أخرى، بالإضافة إلى استخدام المواد الصديقة للبيئة. تُمثّل هذه الخطوة نقلة نوعيّة نحو نموذج إسكان مستدام، وتطبيق معايير الاستدامة والاقتصاد الدائري في تصميم وتنفيذ المشاريع.
Over the next five years, the Abu Dhabi Housing Authority will focus on implementing a housing plan that includes more than 28,000 housing units and approximately 15,000 residential plots, with the overarching goal of enhancing citizens’ quality of life and responding to their evolving needs. One of our main priorities is to accelerate the allocation of homes and reducing waiting times, ensuring that citizens can access housing solutions more efficiently. To achieve this, we intend to broaden our strategic partnerships with both public and private entities. Locally, we are strengthening our collaboration with organisations such as the Abu Dhabi Projects and Infrastructure Centre, as well as leading real estate developers, in order to diversify hous- ing options and streamline delivery. هــــــل يمكنكم توضيــــــح الآليّة الجديدة التي تُتيــــــح للمواطنين اختيار المنطقة السكنيّة المفضّلة لديهم، وما الأثر المتوقع لها؟ أطلقــــــت هيئة أبوظبي للإســــــكان خدمة “إبداء الاهتمــــــام”، التي تهدف إلى تطوير آليّة تخصيص المســــــاكن، وتُتيح للمواطنين المؤهّلين اختيار المشــــــروع السكني المفضّل لديهم عبر تطبيق “إسكان أبوظبي”، استنادًا إلى الموقع، وتاريخ الإنجاز، وغيرها من المعايير. وتُمكّن هــــــذه الخدمة المواطنين من مقارنة المشــــــاريع المتاحة، وحجز وحداتهم الســــــكنيّة مباشرة على الخريطة، وذلك بهدف تعزيز الاستقرار الاجتماعي وتحقيق التقارب الأسري بين المواطنين. وستُســــــهم هذه الخدمة في تحسين تجربة المستفيد، وتعزيز التخطيط الأســــــريّ، ودعم الشــــــفافيّة، ومنح المواطنين حريّة اختيار مكان سكنهم بما يلبّي تطلّعاتهم ويُعزّز جودة حياتهم. كيــــــف تعمــــــل الهيئة على جعل تملّــــــك المنازل أكثر ســــــهولة من خلال خيارات التمويل مثل القروض، والمنح، أو الشراكات مع البنوك؟ تعمل هيئة أبوظبي للإســــــكان على تســــــهيل تملّك المواطنين لمساكنهم، ومــــــن أبرز خطواتها في هذا الاتّجاه توقيع اتفاقيّات لشــــــراكات جديدة مــــــع أربعة بنوك وطنيّة، لتقديم تمويلات عقاريّة إضافيّة للمســــــتفيدين من قروض الإسكان. وتمنــــــح هذه الاتفاقيّات المواطنين فرصة الحصول على تمويل إضافي ســــــنة، مع 25 درهم، بفترة ســــــداد ميسّــــــرة تمتد إلى 500 , 000 يصل إلى من الفوائد أو المرابحات. 50% تحمّل حكومة أبوظبي وتهدف هذه المبادرة إلى توفير حلول مرنة تناســــــب احتياجات الأســــــر الإماراتيّة، وتمنحها القدرة على اختيار المســــــكن الأنسب لها. وتُعد هذه الاتفاقيّــــــات خطوة تعكــــــس التزام الحكومة بتمكين المواطن من امتلاك مسكن يُحقّق له ولأسرته الاستقرار. ما الذي تعتبرونه الإنجاز الأكثر أهميّة للهيئة تحت قيادتكم حتى الآن؟ عملت هيئة أبوظبي للإســــــكان على توفير أكبر عدد من المنافع السكنيّة 15 ألف مســــــكن موزّعة على 20 فــــــي تاريخ الإمارة، حيث تم طرح نحو مشروعًا في مختلف أنحاء إمارة أبوظبي، مع إتاحة الفرصة للمواطنين لاختيار مساكنهم ضمنها. آلاف منفعة ســــــكنيّة للمواطنين 10 بالإضافــــــة إلــــــى ذلك، تم توزيع نحو خلال العــــــام الجــــــاري، وهو ما رفع عدد المواطنين الذين اســــــتفادوا من ألف مواطن، وهو رقم غير 30 المنافع السكنيّة خلال هذا العام إلى نحو مسبوق في تاريخ برامج إسكان المواطنين في الدولة. وعلــــــى صعيد آخر، تم اعتماد مجموعة من التســــــهيلات الإضافيّة ضمن منظومة القروض الســــــكنيّة، شــــــملت خصومات مالية مباشرة، وتمديد فترات السداد، ودعم فئات الدخل المحدود، بما يعكس نهجًا مرنًا وشاملا يستجيب لاحتياجات المواطنين، ويُعزّز جودة الحياة في إمارة أبوظبي. بخلاف عدد الوحدات السكنيّة المُسلَّمة أو المنح والقروض التي أُقرّت، كيف تقيسون النجاح، وما آليّات التغذية الراجعة التي تساعدكم على تتبُّع وتلبية احتياجات المواطنين المتطوّرة؟ نحـــن فـــي هيئـــة أبوظبـــي للإســـكان نؤمن بـــأن النجاح لا يُقـــاس فقط بعدد الوحدات السكنيّة المُسلّمة أو القروض والمنح المقدّمة، بل أيضًا بمدى رضا المواطنيـــن وملاءمـــة الحلول المطروحـــة لاحتياجاتهـــم المتغيّرة. ولهذا، : نعتمد نهجًا شاملا في قياس الأداء وتحسين الخدمات، من خلال ما يلي تُجري الهيئة استطلاعيْن للرأي لقياس مستوى رضا المتعاملين عن ● الخدمات المقدّمة، وذلك بالتعاون مع مركــــــــز الإحصاء - أبوظبي، إلى جانــــــــب التعرّف علــــــــى تفضيلاتهم واحتياجاتهــــــــم في قطاع الإسكان الحكوميّ. تحليــــــل ملاحظات المتعاملين الــــــواردة عبر كافة القنوات، مثل مركز ● الاتصال، التطبيق الذكيّ، ومواقع التواصل الاجتماعيّ، بهدف تطوير الخدمات المقدّمة وتحسين تجربة المتعاملين.

What role does the Authority play in ensuring that housing projects meet the needs of Emirati families in both urban and rural areas? The Abu Dhabi Housing Authority plays a pivotal role in ensuring that government housing projects address the real needs of Emirati families across all regions, by adopting a comprehensive planning approach that respects the social and cultural fabric of the community. The Authority designs residential communities to reflect the Emirati way of life, providing homes with suitable floor areas and room configurations that meet family needs, along with essential facilities such as schools, mosques, healthcare centres, parks, and community hubs - all crucial to creating a complete living environment. It also ensures that housing projects are geographically distributed to cover every region of the emirate. To further support social stability and family cohesion, the Authority provides citizens with the option to choose the locations of their homes within new de- velopments. This added flexibility strengthens the alignment between housing options and family aspirations, allowing communities to grow in a way that meets both practical requirements and cultural expectations. Could you explain the new mechanism that allows citizens to choose their preferred residential area, and what impact it is expected to have? The Abu Dhabi Housing Authority has introduced the Expression of Interest service to enhance the housing allocation process by allowing eligible citizens to choose their preferred residential project through the “Iskan Abu Dhabi” app. Selection can be made based on several factors, including location, completion date, and other relevant criteria. Through this service, citizens can compare available projects and directly re- serve their housing units using the map feature. This approach helps strength- en social stability and encourage families to live closer together within the same communities. The service is expected to improve the overall beneficiary experience, support family planning, reinforce transparency, and provide citizens with greater free-
dom in choosing where they wish to live - ensuring that housing options align with their aspirations and contribute to a higher quality of life. How is the Authority making homeownership more accessible through financing options such as loans, grants, or partnerships with banks? The Abu Dhabi Housing Authority is working to make homeownership more accessible by providing flexible financing options to citizens. A key step has been the signing of new partnership agreements with four na- tional banks to offer additional real estate financing for beneficiaries of housing loans. Through these agreements, citizens can access supple- mentary financing of up to AED 500,000, with flexible repayment peri- ods of up to 25 years - while the Abu Dhabi Government covers 50 percent of the interest or profit rate. This initiative provides adaptable solutions that match the needs of Emirati families and allows them greater freedom in choosing homes that suit their aspirations. It reflects the government’s commitment to empowering citizens to own homes that support long-term stability for themselves and their families. What would you consider the most significant achievement of the Authority under your leadership so far? The Authority has delivered the largest number of housing benefits in the emirate’s history, launching around 20,000 homes across 15 projects in various regions of Abu Dhabi, while enabling citizens to select their preferred homes within these developments. In addition, nearly 10,000 housing benefits were allocated to citizens this year alone, bringing the total number of beneficiaries for the year to around 30,000 - an unprecedented figure in the history of citizen housing programmes in the UAE. The Authority has further introduced several facilitations within the housing loan system, including direct financial discounts, extended repayment periods, and support for low-income households. Together, these measures demonstrate a flexible and comprehensive approach that
