Power House. January 8, 1918 The dangerous weather conditions did not prevent workers from venturing out to the new power plant contrstuction asite at the Norfolk Naval Shipyard. The Power house was frozen in ice and snow from a “bomb cyclone” that swept through the area. The city was at a halt due to extreme winter weather temperatures.
