In fact, according to a Beer Store spokesperson at head office in Mississauga, that rule has existed long before the signs went up. “That has always been our policy. Nothing has changed,” said Sandra Ward, director of organizational effectiveness. However, as yet, no such notice has appeared at the Hawkes- bury Beer Store location, where a large percentage of its cus- tomers hail from La Belle Province. On a recent day, about half of the vehicles entering the lot at the Lansdowne Street store bore Québec plates. The volume of returns at the Hawkesbury outlet is huge. On this day, there was a bottleneck at the entrance as several patrons were returning anywhere from six to 20 boxes of empty bottles. A Québec resident received an unpleasant surprise when he arrived at the Beer Store outlet in Alexandria on a recent Saturday morning. Before he could begin unloading his empty liquor bottles, he was stopped in his tracks, in the parking lot. A Beer Store employee advised him that his containers would not be accepted. The startled man asked: “Since when?” “Since the signs went up,” was the answer. Bilingual signs, posted
pected to be vigilant and keep an eye out for containers coming from outside On- tario, said Ward. “We do encourage staff to challenge” the provenance of containers, she added. “If we suspect, we challenge.” But she conceded that it is difficult to pin- point where a container was bought. The corporation has never knowingly given credits for products not bought at the LCBO or the Beer Store. But the notices at the Alexandria store are relatively new. “It is an ongoing issue in communities on the Québec border,” saidWard. Yet, the scope of the issue is hard to gauge. Local store employees are not allowed to speak to the press. And the company, which is owned by three major breweries, does not keep statistics on the number of Québec residents who use the Beer Store. The interprovincial influx of beer con- tainers is a minor consideration. In both Ontario and Québec, consumers can re- turn empty beer bottles for refunds on their deposits. But it is not the same for wine and spir- its. Québec does not levy a deposit fee on wine and liquor containers while Ontario does impose a refundable deposit at the point of sale. Ontario consumers are reim- bursed that deposit fee when they return the container to the Beer Store. The credit is ten cents for a container under 630 mil- lilitres and 20 cents for a large container. Volumes of returns at Beer Stores, and the number of Québec patrons, have in- creased dramatically in the last six years. “At The Beer Store, environmental lead- ership is a core value,” the company says on its website. “We are one of the few retailers in North America that takes back all the packaging we sell. Bottles, cans, cardboard packag- ing, bottle caps, plastic rings and bags, you name it – if we sell it – we take it back. In fact, we take back more than we sell! For years we have been taking back Liquor Control Board of Canada (LCBO) beer con- tainers and, with the introduction of the Ontario Deposit Return Program (ODRP) in 2007, we began to accept back for deposit refund all liquor containers over 100ml – wine, spirits and coolers.” The number of Québec residents using the Hawkesbury Beer Store to dispose of containers has shot up because Québec consumers account for a huge percentage of local LCBO customers. The Beer Store receives ten cents for every empty con- tainer it handles. If a Québec resident is found trying to get a refund on a Québec container, no money will be paid out but The Beer Store will accept the container. “We are committed to the environment,” Ward reiterated.
