We are currently soliciting the qualifications for the design phase consultant under the funding appropriation of $5 million. This phase will include the re-analysis of the building program, which will be validated against the executive project team outcomes, and checked against the capital master plan for continuity before executing the full design. Preliminary capital funding for construction is expected to be $53 million based upon the original pre-design submission, which will be validated and confirmed through the execution of the construction phase. The design phase is expected to be completed by approximately February of 2021, with the funding allocation for construction expected in July of 2021. The project plan calls for substantial completion of Health Education in the fall of 2023. Capital Master Plan and “Call for Capital” As part of our efforts to continually evolve long-term plans, The Division of Operations is refreshing the university’s long-term capital master plan and introducing a Call for Capital, an invitation to the university community to identify facility needs—repair, renovation/expansion, and new structures. Due to the long legislative process that leads to state capital budget funding, over the next 10 months CWU must identify and articulate to state policymakers what facilities must be remodeled or added to our campuses in order to meet the emerging needs of students, faculty, and staff. The state funds some renovation and remodeling with cash; larger construction projects are funded by selling bonds. Large projects are funded over a six-year period in three phases: 1. In the first biennium money is appropriated for "pre-design," the concept of the project; 2. the next two-year phase funds project design, which pays for architects to develop actual plans for the construction project. 3. The final two-year phase is for the construction of the project. The benefit of continually fine-tuning the capital master plan by adjusting major capital priorities with the Call for Capital is alignment of projects with university strategies. It also allows for the development of Key Performance Indicators for the master plan execution. For example, if the capital master plan outlined infrastructure requirements to support north campus renovations, the Call for Capital project review would include priority scoring metrics to ensure future demands are identified and accounted for in the plan. CWU proposes to use external expertise for these services, in order to secure an unbiased and professional review of the university’s direction, as well as comparative data from peer-institution master plan development, refinement, and execution. An engagement of this magnitude typically requires a multi-year commitment, which could be executed in phases. An initial engagement may be a two-year period in which the development of a scheduled phasing plan reflects the capital master plan. AiM Capital Planning and Project (CPP) Implementation Currently, the capital-project management process is a mix of Excel, paper, sneaker-net and snail mail. Budget tracking is difficult and contract documentation is manually disseminated for review and approval using an analog “red folder” process. The AiM CPP project is intended to license, install, configure and implement a software solution. It also will integrate with the PeopleSoft FMS system, and redefine and automate the capital planning and management process, including: Contract Administration and Project and Budget Management. The goals of the project include implementation of the Capital Planning and Project Management module in AiM, utilizing EWU’s configuration and setup. The project also will automate these processes with technology such as online forms and
