Assessment of Project Characteristics Successful projects possess distinguishing characteristics. In the table below, we compare observations of the Dugmore Hall project against distinguishing characteristics of successful projects similar in size and scope. Comparisons are rated in the manner described below: • 4 – Strength: Observed and occurring in a manner that exceeds expectations • 3 – Positively Confirmed: Observed and occurring as expected • 2 – Negative: Observed to some extent but not occurring as expected at the time of this PQR • 1 – Weakness: Did not observe / did not exist at time of this PQR

Successful Characteristics or Observations Project management organization, methods, procedures, tools & techniques are in place. An executive sponsor from the top leadership of the institution with the authority, time, and commitment to support a team and champion the project exists and is actively engaged in the project. A tool is available for effectively and efficiently managing (i.e., tracking, storing, accessing, updating) project documentation. Team members have the facilities required to attend meetings and actively participate. Meeting agendas are created and distributed early enough to allow participants to prepare. Meeting minutes are created and contain information about topics discussed and decisions, issues, tasks, and risks identified and assigned during the meeting. Project participants accept responsibility and accountability for their assignment and associated deliverables.

PQR I: The project manager is established and has developed processes, tools and techniques to address the needs for monitoring and controlling the project. PQR I: The project team expressed that the executive sponsors are committed to the project scope and actively engaged. PQR I: Project utilizes an organized Shared Drive with access provided to the CWU team, documents are kept up to date and referenced during meetings. PQR I: Project team meets in-person and, when appropriate, an online platform (Zoom) is used. PQR I: Meeting agendas were distributed in advance and additional topics solicited. PQR I: Meeting minutes are created in an effective and efficient manner. PQR I: From interviews there is some feedback from the Design phase that project participants, outside of the project team, did not match or understand the urgency and pace associated with this project. While CWU project team members were well-prepared, on future design- build projects there may be opportunity to provide training or education to the larger group of project participants regarding expectations and process. PQR I: Project team members expressed they had the appropriate guidance and assistance from Department of Enterprise Services and the design-build team.
