DISQUALIFICATION OF COMMISSION MEMBER (ETHICS) All Commission members will always strive to avoid impropriety or the appearance of impropriety. A member of the Commission cannot participate in any manner in an action in which the party appealing a civil penalty is an immediate relative of that Commission member or household member in the same household to which the Commission member belongs. It is essential that this is followed to protect the integrity of the hearing process.

RECORDING OF THE HEARING
The hearing shall be conducted on the record. This should be defined in the rules and regs as well as outlined in the hearing notice. Hearing Panel’s findings, conclusions, and recommendations and the Commission’s findings, conclusions, and decisions shall be based only upon evidence presented on the record.
