W elcome to the summer edition of Shawati’ , we are now more than halfway through 2022, a year that has undoubtedly been witness to many challenging and tumultuous events occurring globally. Without a doubt, many of these crucial issues are impacting our lives. In response to this, there has been a growing sense of malaise and feeling of powerlessness in people, which has been further perpetuated by certain news and social media outlets. Despite these numerous global crises, we must be mindful to not resign ourselves to being apathetic and disengaged , we must strive to remain hopeful and positive as we move toward the future. Now, more than ever, we have to take stock and look inward; we need to reflect on what is truly important in life. To a certain degree we need to aspire to embody the ethos of Mahatma Gandhi’s famous quote, “Be the change you wish to see in the world.” Now is the ideal moment to make a positive change, if one is necessary, only then can we move forward in a more meaningful and purposeful way. Only then can we influence and connect with those around us in a positive and impactful manner. At home in the UAE, we are still mourning the passing of our beloved second President, Sheikh Khalifa bin Zayed Al Nahyan, [may God rest his soul]. Words cannot describe the tremendous sadness we felt at hearing this announcement. During his nearly two decades serving as Ruler of Abu Dhabi and President of the UAE he oversaw many pivotal moments of historic progress in the Emirates, he leaves behind a great legacy of accomplishments that extend well beyond the borders of the UAE. Sheikh Khalifa was a much-loved leader, who inherited a great wealth of wisdom and generosity from his father, the late Sheikh Zayed bin Sultan Al Nahyan, [may God rest his soul]. Following in his father’s footsteps he lived
his life in service and dedication to the happiness and well-being of the UAE and those who inhabit its land. He worked tirelessly for the betterment of the UAE and his people, and for that we are eternally grateful. Under Sheikh Khalifa’s leadership, the UAE became more prosperous, tolerant and open to the world. His great legacy lives on in the appointment of his brother, His Highness Sheikh Mohammed bin Zayed Al Nahyan as the newly elected President, [may God protect him]. HH Sheikh Mohammed bin Zayed Al Nahyan’s Presidency marks a new era in the UAE’s 50 plus year history, one that will be as significant as the first two. His visionary leadership, wise foresight and humanitarian ethos were inherited from his father, he is widely admired and loved by the people of the UAE and beyond. His Highness once said, “Those who take the lead, take it by doing three things. First, science to be able to maneuver; second, knowledge to be able to heavily invest in education; and third, a very wise leadership with a clear vision and a roadmap to the right direction.” These words resonate now more than ever, as they offer a glimpse into the future. If His Highness’s 18 years as Crown Prince of Abu Dhabi is any indication of what’s lies ahead, then we can feel confident and optimistic that the UAE will continue to prosper and further advance under his wise leadership. As we turn the page on our 59 th issue, we would like to thank you, our dear readers, at home and abroad, for your continued support, loyalty and patronage. I wish you and your loved ones a blessed Eid Al Adha in advance. Join us again in September as we kick-off the beginning of another exciting season of events in Abu Dhabi. اﻟـﻤـﺤــــﺮر ﻣـ “بحكمت ـه وكرم ـه كان أخ ـي خليف ـة قل ـب عائلتن ـا وحام ـي أمتن ـا.. كان محبوب ـا للغايـة وسـوف نفتقـده بشـدة.. ولكـن إرثـه الرائـع سـيبقى إلـى األبـد .. وأرجـو مـن اللــه تعالـى أن يسـكنه فسـيح جناتـه”.
ومرحبا بكم في عدد الصيف من مجلّتكم شواطئ. تجاوزنــا اآلن منتصــف الطريــق فــي مشــوار العــام ، العـام الـذي شـهد بـا ريـب العديـد مـن األحـداث الصعبـة 2022 والصاخبـة التـي تعصـف بالعالـم فـي جميـع أنحائه. وما من شـك فـي أن العديـد مـن هـذه القضايـا الحاسـمة تؤثـر علـى تفاصيـل حياتنــا. وجــرّاء ذلــك، نشــأ شــعور متزايــد بالضيــق وبالعجــز لـدى النـاس، تكـرّس مـن خـال بعـض وسـائل اإلعـام ووسـائل التواصـل االجتماعـيّ. وعلـى الرغـم مـن هـذه األزمـات العالميـة العديــدة، يجــب أن نضــع فــي اعتبارنــا أال نكــون غيــر مباليــن وغيـر متفاعليـن، بـل يجـب أن نسـعى جاهديـن لنبقـى متفائليـن وإيجابييــن ونحــن نمضــي قدمــا نحــو المســتقبل. أها علينــا فــي هــذه األحــوال، أكثــر مــن أي وقــت مضــى، أن نقيِّــم األمــور وأن نتأمّلهــا ونســتبطنها؛ نحــن بحاجــة للتفكيــر مليــا فيمــا هــو مهــم حقــا فــي الحيــاة. إننــا نحتــاج بطريقــة مــا إلــى كــن أنــت ” تجســيد جوهــر مقولــة المهاتمــا غانــدي الشــهيرة: . اآلن هــو الوقــت “ التغييــر الــذي ترغــب فــي رؤيتــه فــي العالــم المثالــي إلجــراء التغييــر اإليجابــي، فعندمــا يكــون هــذا التغييــر ضــرورةً، وحينهــا فقــط يمكننــا المضــي قدمــا بطريقــة بنّــاءة وهادفـة. وعندهـا فقـط يمكننـا التأثيـر والتواصـل مـع مـن حولنـا بطريقــة إيجابيــة ومؤثــرة. على صعيد الوطن، ما نزال في دولة اإلمارات العربية المتحدة نعيـش حالـة حـزن علـى وفـاة رئيسـنا الثانـي المحبـوب، الشـيخ خليفة بن زايد آل نهيان، رحمه هلل. ال يمكن للكلمات أن تصف الحــزن الهائــل الــذي شــعرنا بــه عنــد ســماع هــذا الخبــر. فخــال مــا يقــرب مــن عقديــن مــن تبوّئــه ســدة القيــادة، حاكمــا إلمــارة أبوظبـي ورئيسـا لدولـة اإلمـارات العربيـة المتحـدة، أشـرف على العديـد مـن اللحظـات المحوريـة للتقـدم التاريخي في اإلمارات، وترك وراءه إرثا كبيرا من اإلنجازات التي تتجاوز حدود دولة اإلمــارات العربيــة المتحــدة. كان الشــيخ خليفــة قائــدا محبوبــا ورث ثـروة مـن الحكمـة والسـخاء مـن والـده المغفـور لـه الشـيخ زايـد بـن سـلطان آل نهيـان، طيـب هلل ثـراه. علـى خطـى والـده، كـرّس الراحـل حياتـه وجهـوده مـن أجـل سـعادة ورفاهيـة دولـة ًاإلمـارات العربيـة المتحـدة وأولئـك الذيـن يسـكنون أرضهـا. لقـد

Sheikh Khalifa began his distinguished record of leadership in the 1960s, the first era of the foundations of the UAE. In 1966 he was appointed the Ruler ’ s Representative in the Eastern Region of Abu Dhabi and Head of the Courts Department in Al Ain. In 1969 he assumed the mantle of Crown Prince of Abu Dhabi. In 1973 he became the 2 nd Deputy Prime Minister of the newly established United Arab Emirates and in 1974 he took the role of Chairman of the Executive Council of Abu Dhabi. In May 1976 he became Deputy Commander of the UAE Armed Forces. Sheikh Khalifa’s long preparation for sovereign leadership enabled a smooth succession to the UAE Presidency and as Ruler of Abu Dhabi following the death of his father, Sheikh Zayed bin Sultan Al Nahyan, the founder of the nation. Sheikh Khalifa directed the nation along a new trajectory towards global pre-eminence. The UAE has therefore twice had the good fortune to benefit from successive generations of outstanding leaders. Sheikh Zayed bore the noble heritage of great forefathers who were able to shape the destiny of the country in harsh circumstances. He forged a legendary school of government with ideals and values that inspired the new generation of leadership as they transformed the UAE into a new era – one that would prepare its people to face the daunting challenges of a new century. The two generations share a lasting legacy of high aspirations, humanitarian purpose, and commitment to public service. This legacy is the formula for the continuing advance of the UAE on the regional and international scenes. It is evidence nations will develop and prosper or become weak and vulnerable in direct relationship to the quality of their political leadership. T he 2 nd of December 2021 witnessed the 50 th anniversary of the United Arab Emirates. The 2 nd of December is always a joyful day when the nation remembers the long and hard journey towards the successful development of one of the most advanced countries in the region that now shines as a beacon of hope and as a role model for other nations. On this day we celebrate the unique and extraordinary history of what is today a thriving modern state. Starting from scratch, the leadership and people of the UAE managed to establish in record time the foundations for a prosperous and advanced society. These spectacular accomplishments now enable the UAE to assume a pre- eminent position in the region and internationally, playing an effective and responsible political and economic role in the world community of nations and contributing to the stability and security of the region. On the 3 rd of November, 2004 we celebrated the accession of our 2 nd President, His Highness Sheikh Khalifa bin Zayed Al Nahyan who passed away last month. May God grant his soul eternal peace. His active life of service to the nation spanned two generations.
الذكرى الخمسين 2021 الثاني من ديسمبر لتأسـيس دولـة اإلمـارات العربيـة المتحدة. كان هــذا اليــوم علــى الــدوام يومــا ســعيدا
تتذكـر فيـه األمّــة معالـم الرحلـة الطويلـة والشـاقة التـي خاضتهـا نحو التنمية الناجحة لواحدة من أكثر الدول تقدما في المنطقة، دولة تشرق اآلن كمنارة لألمل ونموذج يُحتذى به للدول األخرى. نحتفـل فـي هـذا اليـوم بالتاريـخ الفريـد واالسـتثنائي لما هو اليوم دولـة حديثة مزدهرة. انطالقــا مــن الصفــر، تمكنــت دولــة اإلمــارات قيــادة وشــعبا فــي وقــت قياســي مــن إرســاء أســس مجتمــع مزدهــر ومتقــدم. هــذه اإلنجـازات المذهلـة تمكّــن اإلمـارات اآلن مـن أن تتبوّأ مكانة بارزة فـي المنطقـة وعلـى الصعيـد الدولـي، وأن تضطلـع بـدور سياسـي واقتصـادي فعّــال ومسـؤول فـي النـادي الدولـي، وأن تسـاهم فـي اسـتقرار المنطقة وأمنها. هــو اليــوم الــذي احتفلنــا فيــه 2004 كمــا كان الثالــث مــن نوفمبــر بوصــول رئيســنا الثانــي، المغفــور لــه الشــيخ خليفــة بــن زايــد آل نهيــان، تغمّــده هلل بواســع رحمتــه وأســكنه فســيح جنانــه، الــذي وافتـه المنيـة الشـهر الماضـي، بعـد حيـاة نشـطة قضاهـا في خدمة األمـة على مدى جيلين. بــدأ الشــيخ خليفــة ســجله القيــادي المميــز فــي ســتّينيّات القــرن الماضي، الفترة األولى لتأسـيس دولة اإلمارات العربية المتحدة. تـم تعيينـه ممثـال للحاكـم فـي المنطقـة الشـرقية 1966 ففـي العـام

Sheikh Zayed established the first school in the area, and it was here that Sheikh Khalifa received his early education. Yet his father had always maintained that the best formation and training for political leadership is received in a public majlis or council. Sheikh Khalifa was fortunate to experience two, allowing him to remain close to the tribes, learning their culture and characteristics and acquiring the skills of communication and human management necessary to successful government. The first council was the majlis of his father. Sheikh Zayed took his eldest son on most of his daily visits, instilling the values of responsibility, trust, and devotion to the people, and demonstrating the power of a charismatic personality. At his father’s side, he learnt at close hand the qualities that make a great leader.

في الحكم. كان هذا ضروريا لدولة اإلمارات العربية المتحــدة ليــس فقــط للصمــود أمــام سلســلة طويلــة مـن ريـاح األزمـات والصراعـات واالنقسـامات التـي عانــت منهــا المنطقــة، بــل وللبــروز كقــوة ثقافيــة واقتصاديـة ومالية عالمية كبرى. ولــد الشــيخ خليفــة وأمضــى طفولتــه المبكــرة فــي قلعــة المويجعــي فــي العيــن، التــي تــم تجديدهــا مؤخـرا مـن قبـل دائـرة السـياحة والثقافـة. تقـع قلعة المويجعـي مقابـل ديـوان ممثـل الحاكـم الـذي أقامـه عندما طلب منه الشيخ 1946 الشيخ زايد في العام شـخبوط حاكـم اإلمـارة حينهـا تولـي قيـادة المنطقة الشــرقية. وعلــى الرغــم مــن صغــر حجــم قريــة المويجعــي مقارنــة بالقــرى األخــرى فــي مجموعــة الواحـات التـي تهيمـن عليهـا العين والبريمي، إال أنها كانــت مركــز نفــوذ باعتبارهــا مقــرا ألســرة آل نهيــان الحاكمة التي كانت سـلطتها هي األسـمى في جميع أنحـاء المنطقـة الشـرقية مـن أبوظبـي وحتـى داخـل شــرق شــبه الجزيــرة العربيــة. كانــت المنطقــة هــي مصـدر اإلنتـاج الزراعـي الرئيسـي، وموقعـا ذا أهمية اقتصاديـة واسـتراتيجية كبيـرة ألمـن المنطقة. وقد كانـت مأثـرة الشـيخ زايـد الكبـرى هـي قيـادة القبائـل المتنافــرة، وضمــان االســتقرار الداخلــي، وتعزيــز سـلطة الدولـة، وتحقيـق الرخـاء للشـعب باسـتخدام مـوارد ضئيلة للغاية. أنشـأ الشـيخ زايـد أول مدرسـة فـي المنطقـة، وفيهـا تلقـى الشـيخ خليفـة تعليمـه المبكـر. ومـع ذلـك، فقـد

Sheikh Khalifa was born and spent his early childhood in Al Muwaiji Fort in Al Ain, recently renovated by the Tourism and Cultural Authority. Al Muwaiji Fort stands opposite the Court of the Ruler’s Representative which Sheikh Zayed had settled in 1946 when asked by Sheikh Shakhbout, then Ruler of the Emirate, to take the leadership of the Eastern Region. Despite the small size of Al Muwaiji village relative to other villages in the cluster of oases dominated by Al Ain and Buraimi, it was a centre of influence as the seat of the ruling Al Nahyan family whose authority was paramount across the Eastern Region of Abu Dhabi and the interior of Eastern Arabia. The area was the main agricultural producer and a place of major economic and strategic importance to the security of the region. Sheikh Zayed’s formidable role was to lead its discordant tribes, to ensure internal stability, to consolidate state authority, and to bring prosperity to the people using very meagre resources.

تصحيـح التـوازن فـي شـراكة اإلمـارة مع الكارتل الدولي لشـركات النفـط العاملـة فـي الدولـة. وافـق علـى توظيـف اسـتثمارات كبيرة في حقول النفط والغاز الجديدة مع إدخال التكنولوجيا المتقدمة الالزمـة لتحسـين معـدالت االسـتخراج فـي الحقـول القديمـة. كمـا أشرف على تنويع القاعدة االقتصادية للبالد، مع التوجيه لتطوير مجمع صناعي كبير للبتروكيماويات والنفط في المنطقة الغربية. تولى مسـؤولية المؤسسـات والهيئات التي تم تشـكيلها لإلشـراف علــى عمليــة التطويــر، والتــي شــملت جهــاز أبوظبــي لالســتثمار، الـذي يعـد اليـوم أنجـح صناديـق الثـروة السـيادية فـي العالـم. كمـا بهــدف تشــييد 1979 أســس صنــدوق خليفــة لإلســكان فــي العــام المبانــي الســكنية والتجاريــة بتكلفــة منخفضــة للمواطنيــن. وكوســيلة لتحفيــز عمليــة التنميــة االجتماعيــة والمؤسســية واالقتصاديـة، أطلـق جائـزة خليفة التربوية وجائزة خليفة للتميز وصنــدوق خليفــة لدعــم المشــاريع الصغيــرة والمتوســطة. إلــى جانب اهتمامه الكبير برفاهية شعبه، امتدت أخالقياته اإلنسانية لتشـمل المسـاعدات الخارجيـة للـدول الناميـة، وتمويـل المـدارس والمؤسسـات الخيريـة والمستشـفيات ودور األيتـام. وعمـل علـى تعزيــز عالقــات اإلمــارات الخارجيــة مــع شــركائها الخليجييــن والعــرب واإلســالميين والدولييــن، مــن خــالل تبــادل الزيــارات الرســمية، واللقــاءات مــع القــادة األجانــب، والمشــاركة فــي المؤتمرات الدولية. مــن هــذه النواحــي العديــدة، كانــت جهــود الشــيخ خليفــة جهــودا جوهريـة وأساسـية فـي تأسـيس دولـة اإلمـارات العربيـة المتحدة وإضفـاء الطابـع المؤسسـي عليهـا، حيـث عمـل جنبـا إلـى جنـب مـع والـده لصياغـة دولـة جديـدة انطالقـا مـن أصولهـا القبليـة المبكـرة وصــوال إلــى دولــة فعالــة وحديثــة قــادرة علــى التحــول والبقــاء ومواكبة تحديات القرن الحادي والعشـرين. لذلــك كان مــن الطبيعــي أنــه بعــد وفــاة الشــيخ زايــد فــي العــام ، أن يصبح الشيخ خليفة حاكما إلمارة أبوظبي وأن ينتخب 2004 باإلجمـاع رئيسـا جديـدا لدولـة اإلمارات العربيـة المتحدة من قبل

to the institutionalisation of the new State. Throughout this early phase of leadership, Sheikh Khalifa exhibited the characteristics of his father, running a modest and open Government and being dedicated to the welfare and wellbeing of his people. He treated all those who worked alongside him with kindness, dignity, and respect, giving them flexibility to take initiative, maintaining their trust, and motivating them to constant effort. As Crown Prince of Abu Dhabi and Chairman of the Petroleum Council, Sheikh Khalifa paid special attention to the management of the Emirate’s oil resources, working with distinction to redress the balance in the Emirate’s partnership with the international cartel of oil companies operating in the country. He approved major investments in new oil and gas fields while introducing advanced technology necessary to improve recovery rates in the old. He also oversaw the diversification of the country’s economic base, whilst directing the development of a vast petrochemical and oil-related industrial complex in the western region. He took charge of the corporations and authorities formed to supervise the development process, which included the Abu Dhabi Investment Authority, which is today the world’s most successful sovereign wealth fund. The second council was the majlis of his maternal grandfather, Sheikh Mohammed bin Khalifa, the most senior figure of the Al Nahyans at the time. The building has also been restored by Abu Dhabi Tourism and Culture Authority as a monument to the country’s heritage. Sheikh Mohammed was known for his wisdom, knowledge, and insight and drew great respect and admiration up to his death in 1979. Sheikh Khalifa also had the close attention of his mother Sheikha Hussa bint Mohammed and his paternal grandmother, Sheikha Salamah. Sheikha Salamah was held in great esteem by her people owing to her sophistication, wisdom, and perceptiveness. Sheikh Khalifa was 18 when he replaced his father as Ruler’s Representative in the Eastern Region and President of its Court. His appointment marked the high confidence Sheikh Zayed had in his son. Sheikh Khalifa dedicated himself, with great success, to continuing his father’s development projects in the Eastern Region, especially those designed to improve agriculture through the digging of new wells and the reparation of the old Aflaj [underground canal] system. to motivate the social, institutional, and economic development process he launched the Khalifa Education Prize, Khalifa Excellence Prize, and the Khalifa Fund to support small and medium enterprises. Alongside an overriding concern for the welfare of his people, his humanitarian ethic stretched to foreign aid to developing countries, funding schools, charitable foundations, hospitals, and orphanages. He worked to strengthen the UAE’s external relations with its Gulf, Arab, Islamic, and international partners, through the exchange of official visits, through meetings with foreign leaders, and through participation in international conferences. In these many ways, Sheikh Khalifa’s service was fundamental to the foundation and institutionalisation of the UAE, working alongside his father to transform a new State from its early tribal origins to an effective, modern country capable of transitioning and surviving in the 21 st Century. It was therefore natural that upon the death of Sheikh Zayed in 2004, Sheikh Khalifa became the Ruler of Abu Dhabi and unanimously elected as the UAE ’ s new President by the Supreme Council of the Federation. His election to power signalled a smooth transition to a new era of expansion and empowerment. In his first statements as President, he confirmed that his government would honour the nation’s founding values and principles whilst striving for advancement and distinction on the regional and world stages as a society of knowledge, technology, and sustainable development. The Policy Agenda of Abu Dhabi was developed by the Emirate’s Executive Council chaired by the new Crown Prince and Deputy Supreme Commander of the UAE Armed Forces, His Highness Sheikh Mohammed bin Zayed. It set out a vision to achieve the overall development of the country in the interests of the welfare of its citizens. The cornerstones of the vision were the country’s security, its international relations, environmental sustainability, and the promotion of heritage and culture. The Policy Agenda contained programmes to develop an open, knowledge- based economy, to provide the best education and health services, and to create a sophisticated infrastructure – all within an efficient and transparent legislative

Human rights and humanitarian and development aid continued as a mainstay feature of foreign policy, thus honouring both a primary duty of Islamic belief and Sheikh Zayed’s commitment to devoting a part of the UAE’s wealth to countries and individuals in need. In 2008 he established the UAE Office for the Coordination of Foreign Aid to consolidate the nation's multiple humanitarian organisations and ensure a more optimal flow of aid funds. At the same time, Sheikh Khalifa’s Humanitarian Foundation continued to promote the concept of humanitarian institutional work, providing aid to over 38 countries around the world and helping private individuals and institutions. The total of Sheikh Khalifa’s foreign policy made a major contribution to stability in a region all too frequently torn apart by violent conflicts. The future-focused hallmarks of Sheikh Khalifa’s reign included entrepreneurship, advanced technology, private enterprise, public-sector efficiency, employability, and the knowledge-based economy. There was a complete overhaul of the health, education, and social services, major investments in tourism and culture, and the introduction of new economic activities that included the renewable energy and nuclear technology industries with Abu Dhabi being named the International Headquarters for IRENA. Major landmarks include: the opening of the Sheikh Zayed Grand Mosque; building new institutions
environment. It aimed to husband all the country’s resources, and stimulate the participation of the private sector, both locally and internationally. The landmark speech Sheikh Khalifa made to the Federal National Council in 2007 spelt out the federal government’s commitment to consolidate a political system based on consultation, justice and security that would enable the proactive and positive participation of all citizens in running their country. It declared its commitment to train and motivate a new generation of young leaders. This followed the announcement in December 2005 that half of the members of the Federal National Council will be indirectly elected as a preliminary step towards government reorganisation and reinvigoration by involving citizens more intimately in decision-making processes. Sheikh Khalifa used his foreign policy as a tool essential to regional and international peace and stability. This continued his father’s legacy and embraced guiding principles of justice, diplomacy, reconciliation, and a willingness to give generous support to the less fortunate. Through this Sheikh Khalifa developed closer ties with the UAE’s neighbours, built partnerships with regional and international organisations, and widened its circle of strategic allies in the West and in the East.
