1960s The main land granted by Coventry City Council and Warwickshire County Council in the early 1960s. The first buildings were completed in 1965 (and now house Biological Sciences); by 1970 the Library, Science and Arts Buildings and Rootes Residences had been built on central campus. 1980s The 1980s saw the further expansion of the Arts Centre, the construction of the Jack Martin Halls of Residence and of the purpose built post experience training centre, Radcliffe House (1986). Between 1993 and 2000 over £100m of new buildings were erected, notably the construction of the Arthur Vick, Claycroft and Lakeside Residences, the International Manufacturing Centre (1994), the Ramphal Building (1996), and the new Medical School Building and associated Biomedical Research facilities generously funded by the Wolfson Trust and through a successful appeal (2001).

About the service

Warwick Accommodation Off Campus Housing Warwick Accommodation is the University’s property lettings agency. We rent properties from private landlords and sub-let them to our students. This means the University becomes the landlord, so students deal directly with the University. We offer properties across Coventry, Leamington and Kenilworth. We manage over 2,000 rooms off campus in Coventry, Leamington Spa and Kenilworth. Properties are located either within walking distance or close to a regular bus service to the main University campus. Each property has a designated Property Manager who deals with any queries or maintenance issues. We also operate a 24 hour emergency line, and online fault reporting system. Properties range in size from studio flats, houses and flats for 2-6 students, up to large halls of residence style accommodation for around 100 students. What our properties offer: • Bathrooms will include a toilet, washbasin and a bath and/or shower • Beds are standard UK doubles or 3/4’s. A mattress cover will be provided to protect the mattress on each bed • All bedrooms include a wardrobe, bookshelf, desk, desk chair, wastepaper bin and mirror • All kitchens will have cupboards, a fridge, freezer, cooker, microwave and fire blanket • All properties will have a communal area with seating • Most properties will contain a washing machine with the maintenance contract • All the properties are within walking distance or with access to a regular bus service • No Deposit or Administration Fee • Insurance cover per student • Accommodation fees not due until the start of the tenancy and paid directly to the University • Properties regularly inspected by Warwick Accommodation

POST TITLE:

Operational Manager – Off Campus Accommodation

Job Purpose: Provide effective leadership and property management for a team of 12 – 15 team members and a portfolio of approximately 2,000 properties. Ensure all properties that are leased to the University meet legal and local safety standards. Develop Warwick Accommodation’s information system to ensure that the processes are effective and efficient. Duties and Responsibilities • With the Senior Property Manager develop, implement and communicate a coherent strategy for Off Campus which supports the core purpose of Warwick Accommodation. • Manage the £0.8m staff and equipment budget within agreed parameters and be accountable for all expenditure within delegated limits. Deliver cost-improvements to ensure best value as required by the University. • Develop with the Estates Finance team best value procurement of all goods and services (Maintenance, Cleaning, Locksmith, Washing Machine rental) including compliance with the University rules and EU legislation. • Assist and achieve five-year plan and operational budgets. • Liaise closely with all key stakeholders and clients to ensure adequate forward planning, integrated decision-making and pro-active management of accommodation stock to achieve optimum occupancies/maintenance. • Liaise closely with the local Environmental Health department on new initiatives. • Plan, organise and control all work to ensure that services to customers are effective and efficient at the point of delivery. • Recruit, coach, appraise and develop staff and be responsible for training, motivation, welfare and discipline.

• Work with the University Compliance team to develop and monitor Risk Assessments and Standing Operating Procedures to deliver a consistent standard of service. • Manage contractors for cleaning, maintenance and washing machine rental in accordance and in line with the University Code of Conduct for Contractors. • Ensure that Health and Safety regulations, practices and procedure are followed by staff and that appropriate Health and Safety training is provided. Comply with current Health and Safety legislation. • Ensure compliance with all University and Warwick Accommodation management policies and procedures and review those procedures on a regular basis. • Liaise and work closely with the Senior Property Manager and other colleagues, audit systems and process, and introduce new working practices and equipment as appropriate to ensure optimum efficiency and quality of service. • Expert knowledge on Housing legislation and compliance. • Represent the Department and the University at professional bodies and meetings, such as ASRA (Association for Student Residential Accommodation), and Students Liaison Meeting. • Act as the Warwick Accommodation’s Duty Manager as and when required.

REQUIREMENTS The post holder must be able to demonstrate:

Degree in Facilities or Real Estate Management

Equivalent experience in Property Management

Experience in the facilities management in the Hospitality sector or Universities

NEBOSH, HHSRS qualifications

Experience of managing a large team of 10+ staff

A proven track record of: • Managing a portfolio of accommodation • Delivering excellent service • Successfully implementing / managing change

In depth knowledge of industry trends, associations and competition

High standard of written and verbal communication

Excellent presentation skills

Good time management skills to enable effective management of workload

Good knowledge and previous use of IT software packages

Effective listening skills to ensure customer needs are met

Experience of customer focused environment
