3.2.3 Unconstrained Roadway Needs Network Figure 4 illustrates Fort Worth’s Unconstrained Needs Network—a citywide view of roadway improvements needed to support a more connected and efficient transportation system. This network combines identified connectivity, capacity, and operational gaps to show where new or upgraded facilities would improve mobility and performance across the city.
