1.9.2. Access Management Principles Access management supports the safety and operational efficiency of arterial and collector corridors. Driveway placement, median design, and intersection spacing must align with the functional purpose of each roadway and preserve its long-term performance. Driveway spacing, intersection spacing, median openings, and related access controls are governed by the City’s adopted Access Management Policy.

Key Principles ■ Driveway Spacing. Driveway locations must adhere to spacing guidelines appropriate for the functional classification of the roadway. More restrictive spacing is required on Major and Minor Arterials to maintain throughput and reduce conflict points. ■ Median Breaks. Median openings are limited and must align with coordinated intersection spacing, safety considerations, and operational needs. Requests for new openings must demonstrate that they will not degrade corridor performance or compromise safety. ■ Preservation of Mobility. Mapped arterials and collectors are intended to maintain reliable mobility over time. As adjacent development intensifies, access management becomes increasingly important to support transit operations, maintain travel time reliability, and reduce crash risk.

■ Context Sensitivity. Access design shall be consistent with the roadway’s functional classification and any adopted network overlay including CDAs and FPAs. These principles are applied during subdivision review, site plan review, and corridor-level engineering to preserve roadway performance as development occurs.
