1.9. Implementation Policies The Master Roadway Network establishes the City’s long-range vision for future roadway corridors, their functional roles, and the ROW needed to support multimodal mobility. Implementation occurs incrementally through development review, subdivision processes, capital projects, and corridor-level studies. The policies outlined in this section support consistency and transparency in applying the Master Roadway Network across all phases of planning and development.
1.9.1. Right-of-Way Dedication Requirements ROW preservation is a core purpose of the Master Roadway Network. The adopted cross- section for each mapped roadway segment defines the minimum ROW width required to support long-term mobility, safety, and multimodal needs. Right-of-way dedication associated with development is governed by state and federal law and is limited to the dedication necessary to support the development. When development or redevelopment occurs on property adjacent to a mapped roadway, right-of-way dedication shall be required to the extent necessary to achieve the adopted ultimate cross-section, subject to applicable state or federal laws.
Key Principles ■ Cross-sections govern dedication. The ultimate cross-section assigned to each segment establishes the minimum ROW necessary for the ultimate build-out. ■ Interim roadway improvements do not eliminate the need to preserve the ultimate cross-section; however, required dedication remains subject to applicable state or federal laws. ■ Capital projects complement development. When major corridors cannot reasonably be constructed through incremental development, the City may acquire remaining ROW.
