Central Area Key Issues The following detail the cross-cutting issues and needs identified in the Central Area: ■ Increase effective roadway capacity through strategic new connections, grade-separated crossings, and traffic operations technology — rather than road widening, given the Central Area’s limited right-of-way — to relieve congestion on existing bridges and unlock development potential between the rail and river west of Downtown. ■ Improve and diversify multimodal access by establishing new connections for walking, biking, and transit between the Central Area and adjacent neighborhoods such as United Riverside and West 7th. ■ Enhance safety for all modes of transportation through redesign of high-traffic corridors and intersections— including Henderson, Weatherford, and Belknap—to reduce crashes and improve pedestrian and multimodal comfort. ■ Activate Downtown as a regional transit hub by creating transit-supportive infrastructure that strengthens connectivity and supports economic growth.
