Central Area Network Conditions An existing conditions assessment was undertaken to identify the significant mobility and land use factors impacting core capacity to determine changes in roadway network and development patterns needed to support growth within and around the Central Area. Core capacity is measured by a transportation system’s ability to move the most people through the busiest areas during peak travel times. Its projected by 2050 that many roads leading in and out of Fort Worth’s core will not be able to support future traffic demand (or capacity). Figure 4.5 illustrates the Central Area’s projected LOS by 2050. The Level of Service (LOS) for roadways within and around

downtown is rated D, E, or F, highlighting that most roadways in the City’s core are already at or near capacity. Population and employment projections indicate that travel demand will far outpace the existing roadway network’s ability to move people efficiently, especially in and around the Central Area. With most corridors already operating at failing level, even modest increases in traffic will result in longer delays, reduced reliability, and diminished safety for all modes. Without strategic intervention, congestion will intensify as Fort Worth and the surrounding region continue to grow. Critical issues were identified that affect capacity, connectivity, safety, and multimodal access as development intensifies.

Through a review of existing conditions and future demand, several recurring themes emerged: ■ constrained roadway and bridge capacity ■ limited high-capacity transit integration ■ safety and operational inefficiencies at major intersections ■ gaps in multimodal infrastructure These challenges are compounded by physical constraints such as floodplains and rail corridors, which create engineering and constructability risks. Addressing these issues is essential to support planned growth, enhance regional mobility, and improve the vibrancy and accessibility of Fort Worth’s cultural districts and employment hubs.
