6.3. Multimodal Gap & Network Needs Analysis Overview The Multimodal Gap and Network Needs Analysis serves as a foundational component of the MTP by identifying areas with the greatest need for strategic transportation investment, aligned with long-term development and projected regional growth. It aims to inform targeted interventions that improve connectivity, support future growth, increase access to opportunities, and guide infrastructure prioritization. The analysis focuses on identifying physical, operational, and policy- related gaps (i.e., multimodal transportation gaps) that affect system performance today and will influence future travel demand.
The analysis provides a data-driven foundation for identifying deficiencies across Fort Worth’s transportation network. Using geospatial and performance-based metrics, this approach evaluates connectivity, accessibility, and safety across four primary modes: Roadway, Freight, Transit, and Active Transportation. This framework integrates population and employment growth projections, travel demand modeling, and infrastructure inventories to pinpoint where the system falls short today and where future needs will emerge. The analysis informs targeted investments that align with the City’s long-term growth strategy and resilience objectives.
The scope of this analysis includes: ■ Roadway Gaps: Missing links, poor connectivity to employment centers, and corridors projected to experience congestion.
■ Freight Gaps: Last-mile access issues, safety hotspots, and regional routing inefficiencies. ■ Active transportation Gaps: Missing sidewalks, bikeways, and safe crossings that limit non-motorized travel. ■ Transit Gaps: Areas lacking coverage, frequency, or connectivity, as well as performance challenges relative to peer systems.
