6.10. Core Area Neighborhoods
6.10.1. Neighborhood Growth Trends Population growth trends since 2010 reveal a Core Area with two distinct dynamics. A small number of neighborhoods are growing rapidly, driven by significant new residential investment and increasing desirability as urban living destinations. The majority are holding relatively stable. A few are experiencing modest decline, reflecting ongoing displacement pressures or stagnant land use patterns. West 7th / Cultural District leads the Core Area in population growth, with a compound annual growth rate of 10.4% between 2010 and 2024. Panther Island / Rock Island follows at 8.5%, reflecting recent residential investment in a neighborhood that is still in the early stages of redevelopment. Downtown Fort Worth has grown at 5.7%, and the Southside area at 4.7%. The Stockyards and Arlington Heights have remained essentially flat at around 0.2%, while Butler Place / United Riverside has actually declined at -0.9%, a trend that the Access Butler Place planning effort seeks to reverse.

The Central Area is not a single place; it is a collection of distinct neighborhoods with different histories, land use patterns, growth trajectories, and transportation conditions. Understanding those differences is essential to developing a transportation strategy that supports growth where it is already happening, prepares for transformation where it is imminent, and acknowledges the real constraints in areas where change will be more incremental.
