Neighborhood-Level Projections under Acting Our Size The AOS scenario distributes growth unevenly across the Core Area neighborhoods, reflecting the different development capacities, existing land use patterns, and planning ambitions of each sub-area. The greatest absolute growth in employment is projected in West 7th / Cultural District, which could accommodate more than 50,000 jobs by 2050, leveraging its existing concentration of medical, cultural, and office uses. Panther Island and Rock Island would see the fastest proportional growth rate, with a 564% increase in population and 337% increase in employment consistent with the transformation of what is currently largely vacant or underutilized land into a dense, mixed-use urban district. The Stockyards would add more than 15,000 residents and 16,000 jobs, a 252% and 241% increase respectively. Butler Place, largely underdeveloped today, carries a population growth projection of 1,550% under AOS, reflecting the transformative ambition of the Access Butler Place Plan.
