6.12. Land Use Implications
A scenario-based land use analysis was conducted using UrbanFootprint, a parcel- level planning tool, to illustrate the types of land use and development pattern changes that would be needed to accommodate projected population and employment under the enabled buildout potential. These illustrations are analytical tools, not land use recommendations or proposed zoning changes, but they ground the transportation analysis in the physical reality of what it would mean for each neighborhood to grow into its AOS projections.
The analysis found meaningful land use mismatch in five sub-areas where existing patterns are most inconsistent with the density and mix implied by the AOS scenario: West 7th / University Drive, the Stockyards, Panther Island, United Riverside, and the Near East Side / Glenwood Triangle. In each case, the gap between existing land use and the AOS buildout is significant enough that it cannot be bridged incrementally; it requires deliberate planning intervention to enable the kinds of development needed.
Realizing the AOS growth scenario requires not only transportation investment but also meaningful land use change in several Core Area neighborhoods.
