Butler Place Butler Place today consists primarily of multifamily apartment complexes and the I.M. Terrell Academy, with very limited commercial activity and constrained transportation connections. The AOS projections for Butler Place, a 1,550% increase in population and nearly 1,815% increase in employment, reflect the transformative ambition of the Access Butler Place Plan. Realizing this vision requires both the land use changes envisioned in that plan and the transportation access improvements represented by CtC Priority Project 4, the US 287/280 redesign. A consistent finding across sub-areas is the mismatch between current zoning and land use patterns and the development intensity implied by the AOS scenario. This mismatch is not a reason to discount the scenario; it is a clear identification of where policy action needs to accompany transportation investment. Major development in the Core Area is not currently well coordinated with capacity needs. New solutions are needed to offset future growth across corridors, capacity, and modes, and the land use analysis makes clear that those solutions cannot be transportation-only.
