Projects 1 and 2, the Stockyards eastern access and the Panther Island/I- 35W connection, address the most acute gap in the northern Core and have both been previously identified by NCTCOG as potential regional priorities. Both involve grade-separated railroad crossings, which are critical to eliminating the delay costs imposed by at-grade crossings on heavily traveled corridors. Project 3 , the Belknap and Weatherford connection, is the most technically complex of the five. The potential connection would carry through-traffic from I-35W/SH 121 interchange toward the east side of Downtown, freeing the surface network for local access, transit, and pedestrian use. Further engineering evaluation related to building foundations and fire-life safety requirements is needed before this project can advance to programming. Project 4 , the US 287/280 redesign, was prioritized through the Access Butler Place Plan process and directly addresses the connectivity challenges. The reconfiguration of Spur 280 as a multimodal parkway with slower speeds and an urban design character transforms a freeway gateway into a street that can support enhanced connectivity between the Butler Place site and Harmon Field park. Project 5 , the Main Street Pedestrian Zone, could reimagine the street based on existing mode share and travel patterns rather than adding capacity. Allowing more flexible uses of Main Street between Weatherford Street and the Convention Center creates a high-quality urban spine for downtown that can potentially improve multimodal operation in the core of Downtown.

Extend Brennan Avenue to Stockyards Blvd with a new grade-separated railroad crossing to improve Stockyards connectivity from the east. Leverage the I-35W corridor project to create new frontage roads and a connection to reconfigured Cold Springs Rd, including a new bridge crossing to the east side of Panther Island. Previously identified by NCTCOG as a potential regional priority. Dedicated through-traffic tunnel or other direct access link from I-35W/SH 121 to the Henderson St / Forest Park Blvd area, maintaining surface access to Downtown, Rock Island, and Panther Island for multimodal use. Requires further engineering evaluation for building foundations and fire-life safety. Reconfigure Spur 280 between IH-30 and Downtown with slower speeds and enhanced greenery and place-making elements. The US-287/I-35W northbound connector ramp could be relocated to the I-35W/I-30 interchange, or other area of the mixmaster. Prioritized through the Access Butler Place Plan. Consider retrofits to Main Street between Weatherford Street and the Convention Center to allow more pedestrianization similar to the area of Sundance Square. Flexible curb management would maintain access for deliveries, taxi, and drop-off.
