Fort Worth’s rapid growth continues to create significant demands on its transportation network, both today and as the City moves toward ultimate build-out. Community feedback throughout the MTP process emphasized a desire for timely and visible improvements, predictable project delivery, and responsible use of public resources. These expectations highlight the need for a more structured, fiscally disciplined approach to identifying and advancing transportation investments.
The Transportation Investment Program (TIP) was developed to meet this need. The TIP provides a programmatic and financially constrained framework for prioritizing and sequencing projects over the next one to ten years. The TIP program structure, as illustrated in Figure 8.1 , focuses on project readiness, the realities of capital project development, and the phasing requirements associated with major roadway and multimodal improvements.
By organizing investments at the program level rather than solely within individual investment cycles, the TIP helps support more predictable delivery schedules and better coordination with regional and state partners.

Schematic Design Develop schematic layouts—typical sections, preliminary geometry, ROW needs, and major structural elements.
Environmental Review potential environmental red flags—streams, floodplains, cultural resources, EJ areas.
Prioritization Evaluate readiness, impact, cost, and implementation complexity to determine near-term advancement and phasing.
Identification Define needs, deficiencies, and opportunities based on existing conditions, growth patterns, and public input.
Risk Assessment Identify key design, utility, ROW, funding, and schedule risks that may influence feasibility and project delivery.
Estimate Costs Prepare planning-level cost estimates informed by schematic design, unit pricing, and risk-based assumptions.
Delivery Pathway Align projects with appropriate funding, partnerships, and implementation strategies to support long-term build-out.
