8.1. Purpose & Role of the TIP The TIP provides a structured and fiscally responsible approach for advancing transportation projects over the next one to ten years. Figure 8.2 outlines the primary purpose of the TIP, which organizes needs into a clear program that reflects project readiness, funding availability, delivery pathways, and the realities associated with constructing major capital improvements in a rapidly growing city. The TIP directs attention toward what can reasonably be advanced within defined timeframes and financial capacities, while also preparing larger projects for future phases that support the City’s ultimate build-out. The TIP represents a paradigm shift in how Fort Worth approaches transportation planning and delivery.
As part of this effort, the City advanced conceptual engineering (approximately 15 percent design) for many medium-term corridors. This early work offers a clearer understanding of project needs and supports more informed decisions regarding cost, risk, and delivery pathways. Incorporating this level of project development into a citywide plan has strengthened the TIP’s ability to function as a practical delivery tool. The project lists, rankings, horizons, and recommendations included in the Master Transportation Plan are not binding, subject to change at any time, and the City Council is not obligated to follow them.
The TIP reframes how Fort Worth develops transportation investments. In the past, projects were often selected during individual investment cycles without a broader programmatic context. The TIP shifts this approach by creating a unified structure that identifies priority projects first, then aligns bond funding and partnership opportunities around them. This results in a more predictable, transparent, and delivery-oriented process.
