The TIP also provides a consistent method for identifying the appropriate level of investment for various parts of the network. Some projects can move directly into design and construction, while others require phased development due to ROW needs, environmental considerations, utility conflicts, or funding complexity. By organizing projects according to these requirements, the TIP helps Fort Worth manage risk, coordinate timing with regional and state partners, and use local funds more effectively.
In addition to its role in sequencing and delivering individual projects, the TIP serves as the bridge between system needs identified in this Plan and the City’s capital program. Figure 8.3 shows how the TIP bridges system needs and project delivery. The process moves from identifying safety, mobility, and growth needs to prioritizing projects, aligning funding, advancing ready projects, and completing delivery through design, right-of- way, environmental review, and construction. It supports a disciplined decision-making process that directs resources to projects that provide operational benefits, improve safety, support economic activity, and accommodate future growth.
Overall, the TIP functions as Fort Worth’s implementation tool for advancing a reliable, efficient, and durable transportation network through a balanced program of near-term improvements and longer-term capital commitments.
