8.2. MTP, TIP & Bond Program Alignment Figure 8.4 shows how the MTP identifies long- term system needs and outlines the corridors and connections required to support ultimate build-out. The TIP organizes these needs into a near- and medium-term program that focuses on project readiness, funding capacity, and delivery pathways. This creates a practical bridge between identified system needs and implementable projects. The TIP reframes how projects enter the bond process by establishing priorities before funding decisions occur. This improves predictability, supports better coordination with regional and state partners, and provides a clearer understanding of which projects are most feasible to advance in each cycle. The bond program then functions as one of several tools used to fund elements of the program. Together, these elements form a connected structure for managing transportation investments. The MTP defines network needs, the TIP organizes and sequences improvements, and the bond program funds selected projects within a coordinated delivery strategy.
