From Needs Assessment to Prioritized Project List Project prioritization in assessed through a four step process, as illustrated in Figure 8.5 , that begins with a comprehensive review of system needs across all modes. This includes gaps in roadway and active transportation networks, safety concerns, congestion patterns, freight access needs, adopted plans, and areas experiencing the most significant growth. Community feedback also played a key role by highlighting locations where reliability, safety, and access challenges are most visible.
8.4. System Performance Findings A system-wide travel demand analysis was completed to evaluate how the network is expected to perform under forecasted 2036 conditions and to understand where targeted investments can provide the greatest benefit. This analysis assessed volumes, volume-to- capacity radios (V/C), travel time reliability, speeds, and level of service (LOS). The results provide a consistent, data-driven foundation for prioritizing projects within the program and for determining where phased investment is most appropriate. Build scenarios are travel demand model (TDM) runs that test how the network would perform under concentrated Core Area growth, comparing a do-nothing case against progressively fuller investment in the MTP’s roadway and transit projects.
These inputs formed the initial project universe. Each project was then evaluated through a set of weighted criteria that reflect City priorities, including system efficiency, safety benefits, plan alignment, cost considerations, travel choice, and support for economic activity. This approach allows Fort Worth to compare a wide range of improvements using a consistent and transparent framework. Using this criteria-driven method, the City developed a prioritized list that identifies which projects are most feasible to advance in the near and medium term. The emphasis is on aligning system needs with realistic delivery pathways, available funding, and the role each project plays in supporting the network as Fort Worth moves toward ultimate build-out.
